This research is concerned with the theme of territorial governance and participation, with the general objective of evaluating the participation of the Union of Rural Workers in the decisions and actions of Municipal Secretariats of Agriculture, as well their institutional dynamics. The observation of two microregions of the State of Maranhão was the chosen clipping: Baixada Maranhense and Litoral Ocidental Maranhense. In these processes, it is essential to analyze whether public organizations and those of the interests of economic agents and social actors are involved in an economic and social project for the sector and its territory. To this end, bibliographic references and quantitative research on associative and qualitative organizations were carried out, fueled by interviews with the actors mentioned. There was a lack of governance practices between these two institutions. The elements of governance demonstrate that in the area under analysis there is no operational dimension to the term, disregarding the basicprinciples of a diffuse and democratic proposal on development applied at the local level, with little or almost no degree of participation by unions in the context of policies of agriculture.
