Resumo: The drought of 1877-1879 decimated a significant portion of the Ceará= population. This event, in turn, was used by the local landowning class allied with the imperial power as a way to intensify labor exploitation, by allocating the scourged in large public works, especially in the Baturité Railroad. In this context, the work in question is methodologically based on the joint analysis of theoretical and documentary aspects, and proposes to investigate how, contrary to what the monarchist ideology preaches then and now, the emperor acted according to the precepts of the capitalist state and, instead of helping the population, overexploited it, enabling the advance of the railroad works and guaranteeing social control, the protection of private property, and the expansion of the accumulation frontier.
