This article analyzes and correlates interdisciplinary references on emotional differentiation, resilience and chemical codependency and how adversities in psychosocial development interact with the theme of victimization, including vulnerabilities related to adolescence, gender violence and the elderly. It was possible to identify that family members in codependency situations need to be reached and motivated by public policy mobilizing psychosocial attention in overcoming the dysfunctionalities and/or adversities catalyzed by the harmful use of drugs, promoting their emancipation and human dignity. It was concluded that, regardless of the access of codependent, whether by the protection network or judicial program, it is up to the Public Ministry to foster the mobilization of the attention network with the integration of new equipment and holistic resources, through the implementation of the transversal National Policy of Integrative and Complementary Practices (PNPIC), aiming to update public policy with the elements of psychosocial resilience in overcoming the fragmentation of care and the invisibility of public policy related to codependency.
