Patent Licensing in Scientific, Technological and Innovation Institutions in the State of Rio de Janeiro

This paper aims to understand the patent licensing process in seven Scientific, Technological and Innovation Institutions (ICT) in the state of Rio de Janeiro, identifying their advances and obstacles, based on interviews in the Technological Innovation Centers (NIT). The theoretical reference used was the Triple Helix Model and the methodology was guided by qualitative research. The main obstacles identified in terms of patent licensing are in line with previous research on the topic, with emphasis on the lack of exclusive professionals to commercialize technologies at NITs, the non-valuation of technologies and the incipient use of economic and financial advantages of contracts. The influence of NITs legal natures on the results of patent licenses obtained was analyzed. ICTs with private or public state nature, despite showing greater market orientation, did not present better results than the federal public ones.
