Municipal Innovation Law in Petrolina-PE: an analysis of its implementation through scenarios

Resumo: One of the main challenges faced by Brazilian municipalities is the promotion of economic and social development based on new technologies, creating their own Policies to encourage Innovation. In this sense, there is a Bill of Law (BL) in progress in the municipality of Petrolina-PE for the creation of its Innovation Policy. Thus, aiming to contribute to actions to minimize possible unwanted events, this article contains analysis of complications that may arise until its implementation. To this end, a prospective study was carried out in August 2020, based on the analysis of scenarios, Brainstorming and correlation of variables that could impact, positively or negatively, on the implementation of this policy. The optimistic scenario foresees, among others, the maintenance of party politics in the municipality, for which confirmation is expected in 2021. In contrast, in the pessimistic scenario, it is considered its “non-approval” or its “approval” without its effectiveness, that is, without its fulfillment, such as not allocating resources in “Municipal Fund”.

Nesse sentido, há um Projeto de Lei (PL) em tramitação no município de Petrolina-PE para a criação de sua Política de Inovação. Assim, com o intuito de contribuir com ações para minimizar possíveis acontecimentos indesejados, este artigo faz uma análise de intercorrências que possam surgir até sua implementação. Para tanto, realizou-se estudo prospectivo em agosto de 2020, com base na análise de cenários, Brainstorming e correlação das variáveis que poderiam impactar, positiva ou negativamente, na implementação dessa política. O cenário otimista prevê, entre outros, a manutenção político-partidária no município para o qual se espera confirmação em 2021.
