Technology Transfer as a Strategy for the Overflow of Scientific Research - The Cement Industry

The regulation of the Novo Marco Legal de Ciência, Tecnologia e Inovação, through Decree 9.283 / 2018, encourages innovation and development aiming at a more favorable environment for research. Against this background, the present article proposes the Transfer of Technology as a strategy of transition from university research to the market. In particular, the research is centered on research in the cement industry. The analysis is based on qualitative exploratory research, grounded on the Harvard University success case. Proceeding from the "Triple Helix" concept and the interaction between government-university-enterprise, the effect of laws to encourage innovation in the public-private relationship is discussed. The data study emphasizes that public policies related to innovation bring the public-private partnership closer, which results in the increase of the indicators of Technology Transfer and possibly elect it as an appropriate transition strategy.
