LABOR OUTSOURCING IN ARGENTINA: recent contributions to the debate on its conceptualization and empirical analysis

Resumo: This article synthesizes contributions for a conceptualization of the phenomenon of labor outsourcing, built from the analysis of the Argentinecase in dialogue with international contributions and previous publications. At the same time, itincludes a review of some of the key methodological approaches developed in recent years in Argentina that have managed to face the difficulties of accessing official information on the phenomenon and its scope. These collective and individual contributionshave allowed quantitative and qualitative analysis of the various types of outsourcing in the Argentinecase, including activities and various sectors of the private and public spheres. The article underlines the importance of the articulationof contributions from various disciplines, the confluence in collective work processes, and the articulation with protagonists and subjects of thisstory whose contributions are crucial to account for an understanding of these dynamics of enormouscomplexity.

Al mismo tiempo, aborda una revisión de algunos de los abordajes metodológicos clave desarrollados en los últimos años en Argentina que han logrado enfrentar las dificultades de acceso a información sobre el fenómeno y su amplitud. Se revisan aportes colectivos e individuales que han permitido análisis cuantitativos y cualitativos de los diversos tipos de tercerización en el caso argentino, incluyendo actividades y sectores diversos del sector privado y el sector público. El trabajo subraya la importancia del cruce de aportes de diversas disciplinas, la confluencia enprocesos de trabajo colectivo, y la articulación con protagonistas y sujetos de esta historia cuyos aportes resultan claves para dar cuenta de una dinámica de enorme complejidad.Le présent article résume en premier lieu les contributions à une conceptualisation du phénomène de l’externalisation du travail, fondéesur l’analyse du cas argentin en dialogue avec des contributions internationales et des publicationsantérieures. Dans le même temps, il passe en revue certaines des approches méthodologiques clefs faites ces dernières années en Argentine, qui ont réussi à faire face aux difficultés d’accès à l’information sur le phénomène et sa dimension. Les contributions collectives et individuelles ont permis d’analyserquantitativement et qualitativement les différents types d’externalisation dans le cas de l’Argentine, y compris les activités et secteurs divers dusecteur privé et du secteur public. Le travail souligne l’importance du croisement des apports de diverses disciplines, la confluence dans desprocessus de travail collectif, et l’articulation avec les protagonistes et les sujets de cette histoire dontles apports s’avèrent essentiels pour rendre compte d’une dynamique d’une extrême complexité.Este artigo inicialmente sintetiza contribuições para uma conceituação do fenômeno da terceirização de mão de obra, construída a partir da análise do caso argentino em diálogo com contribuições internacionais e publicações anteriores. Ao mesmo tempo, faz uma revisão de algumas das principais abordagens metodológicas desenvolvidas nosúltimos anos na Argentina que têm conseguido enfrentar as dificuldades de acesso à informação sobre o fenômeno e sua abrangência. São revisadas contribuições coletivas e individuais que têm permitido uma análise quantitativa e qualitativa dos diversos tipos de terceirização no caso argentino, incluindo atividades e diversos setores dos setorespúblico e privado.
