Leda Maria PaulaniDissertação (Mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Economia Política Mundial, São Bernardo do Campo, 2020.A presente dissertação interpreta as transformações ocorridas na indústria brasileira entre os anos de 1980 e 2018 a partir de uma abordagem sistêmica que recorre às dimensões histórica, econômica, política e social que caracterizam a Economia Política crítica como campo das Ciências Sociais. O estudo desse processo, conhecido como desindustrialização, foi elaborado por meio da consulta de dados de fontes secundárias e pela revisão bibliográfica de autores que se dedicaram à análise da economia brasileira desse período. O início dos anos 1980 marcou uma ruptura no padrão de desenvolvimento econômico do país. Interrompeu-se o aprofundamento da industrialização que havia sido, no período anterior, o motor do crescimento econômico nacional. Rompeu-se assim com um movimento da economia brasileira que havia experimentado, entre 1947 e 1980, a maior média anual de elevação do produto interno, em todo o mundo. Nossa interpretação sustenta que a experiência brasileira de industrialização foi fruto de condições históricas locais, mas igualmente do movimento sistêmico mundial do capitalismo, comandado e configurado, na forma do regime fordista de acumulação, a partir dos países centrais do sistema. Em consequência, entendemos que a desindustrialização observada nos últimos 40 anos tem de ser vista como resultado também desse mesmo movimento sistêmico, mas agora configurado como um regime de acumulação com dominância financeira, em conjunto com a condição periférica do país. As transformações do capitalismo foram aqui analisadas por meio da revisão bibliográfica de partes da obra do economista francês François Chesnais, em sua releitura das teorias de Marx sobre dinheiro, crédito e juros, e também pela revisão da contribuição de outros autores do mesmo campo. Em nossa interpretação, articulamos três concepções teóricas da Economia Política crítica atual: i) a financeirização do capitalismo contemporâneo; ii) a subjacente crise de sobreacumulação de capital; e iii) o regime atual de baixo crescimento que decorre de i) e ii) e é comandado pelos oligopólios globais. Buscamos assim oferecer uma interpretação complementar que contribua para a compreensão do fenômeno e para sua caracterização como um processo de desindustrialização de tipo precoce e negativa, tendendo à reprimarização produtiva. Novas questões e propostas de pesquisa para este tema são também propostas.This dissertation interprets the transformations occurred in Brazilian industry between 1980 and 2018 from a systemic approach that resorts to the historical, economic, political and social dimensions which characterize critical Political Economy as a field of Social Sciences. The study of this process, known as deindustrialization, was carried out by consulting data from secondary sources and by reviewing the bibliography of authors who dedicated themselves to the analysis of the Brazilian economy of that period. The early 1980s marked a break in the country's economic development pattern. The deepening of industrialization that had been, in the previous period, the engine of national economic growth, was interrupted. This phenomenon broke with a movement in the Brazilian economy that had experienced, between 1947 and 1980, the highest annual average increase in domestic product in the world. Our interpretation holds that the Brazilian experience of industrialization was the result of local historical conditions, but also of the global systemic movement of capitalism, commanded and configured, in the form of the Fordist regime of accumulation, from the central countries of the system. As a consequence, we understand that the deindustrialization observed in the last 40 years has to be seen also as a result of that same systemic movement, but now configured as an accumulation regime with financial dominance, together with the peripheral condition of the country. The transformations of capitalism were analyzed here through the bibliographic review of parts of the work of the French economist François Chesnais, in his re-reading of Marx's theories on money, credit and interest, and also by reviewing the contribution of other authors in the same field. In our interpretation, we articulate three theoretical conceptions of the current critical Political Economy: i) the financialization of contemporary capitalism; ii) the underlying capital over-accumulation crisis; and iii) the current low growth regime that stems from i) and ii) and is led by global oligopolies. We thus seek to offer a complementary interpretation that contributes to the understanding of the phenomenon and to its characterization as an early and negative deindustrialization process, tending towards a productive reprimarization.
