Programa de PósGraduação de Gestão de Políticas Públicas, 2020.Reconhecido pela OMS como o maior sistema público de saúde do mundo, o SUS tem passado por um processo de regionalização contínuo, que busca ofertar serviços de saúde, principalmente de média e alta complexidade, a cidades agrupadas em regiões por meio da organização de redes de assistência. Para tanto, institucionalizou as Comissões Intergestoras Regionais para promover a pactuação interfederativa entre os municípios e entre os municípios e o estado, que ainda tem se mostrado insuficiente para a articulação de políticas de saúde em escala regional. Arranjos institucionais surgiram para lidar com as lacunas desse processo, sendo o consorciamento uma das principais formas. O Consórcio Intermunicipal Grande ABC, considerado pela literatura como um paradigma de organização regional no Brasil, surge como um ator político importante na regionalização do SUS no ABC. Este trabalho irá explorar o papel da entidade na articulação vertical e horizontal dos diversos atores na elaboração e execução de políticas regionais de saúde; buscar compreender como se dão as relações entre os municípios no interior da entidade e como possíveis disputas políticas locais podem influir na consolidação de políticas regionais de saúde; bem como determinar quais são os fatores que potencializam e enfraquecem a entidade nesse processo de regionalização.Recognized by WHO as the largest public health system in the world, the SUS has undergone a process of continuous regionalization, which seeks to offer health services, especially medium and high complexity, to cities grouped in regions through the organization assistance networks. To this end, it institutionalized the Regional Intermanagement Committees (CIR) to promote interfederative agreement between municipalities and between municipalities and the state, which has still proved insufficient for the articulation of health policies on a regional scale. Institutional arrangements emerged to deal with the gaps in this process, and the consortium is one of the main forms. The Consórcio Intermunicipal Grande ABC, considered by literature as a paradigm of regional organization in Brazil, emerges as an important political actor in the regionalization of the SUS in ABC.
