São Bernardo do Campo, 2021A pesquisa visa analisar o processo de uso e ocupação do solo da bacia da Guarapiranga na Região Metropolitana de São Paulo e seus conflitos, dentre eles aqueles associados à questão da moradia e ambiental. Tem-se como perspectiva contribuir para o aperfeiçoamento da gestão integrada da bacia através na análise da implantação e avaliação da dimensão de integração de seus sistemas e instrumentos, sendo com maior ênfase a fiscalização municipal e fiscalização integrada, previstas na Lei Estadual nº 12.233/2006, e seu Decreto n° 51.686/2007, após 15 anos de vigência (2006/2021). Será analisado em maior profundidade o município de Embu-Guaçu, adotado como estudo de caso. Destas questões surge o título: "Guarapiranga, Bacia Desgovernada? ".The research aims to analyze the process of land use and occupation of the Guarapiranga basin in the Metropolitan Region of São Paulo and its conflicts, including those associated with housing and environmental issues. The perspective is to contribute to the improvement of the integrated management of the basin through the analysis of the implementation and evaluation of the dimension of integration of its systems and instruments, with greater emphasis on municipal inspection and integrated inspection, provided for in State Law No. 12.233/2006, and its Decree No. 51.686/2007, after 15 years of validity (2006/2021). The municipality of Embu Guaçu will be analyzed in greater depth, adopted as a case study.
