São Bernardo do Campo, 2023Esta dissertação pretende analisar o posicionamento da burguesia interna brasileira diante da reforma do Mercosul proposta pelo governo Bolsonaro (2019-2022). O trabalho tem como referencial teórico os escritos de Nicos Poulantzas, especialmente os conceitos de autonomia relativa do Estado, bloco no poder e burguesia interna. A metodologia de pesquisa consiste na técnica de Análise de Conteúdo para identificar os interesses dos atores examinados. Para a análise foram examinados os documentos e posicionamentos na imprensa de entidades de classe pertencentes à burguesia interna (FIESP, CNI, CNA, ANFAVEA, ABIMAQ, ABIT, CNA, ABAG e APROSOJA). Ao investigar tais fontes, buscamos entender se há ou não consenso dentro dessa fração em relação à reforma da Tarifa Externa Comum e da flexibilização do Mercosul, buscando entender quais os interesses de classe essa reforma atende e qual seria o modelo de inserção regional defendido pela burguesia interna brasileira. Os resultados encontrados são: i) quase todas as entidades analisadas apresentam algum grau de resistência à redução da tarifa, indicando a continuação da existência de uma burguesia interna no Brasil que, buscando se proteger de competidores externos, adota um comportamento protecionista; ii) quase todas as agremiações veem de forma benéfica, em diferentes graus, a conclusão do Acordo Mercosul-UE, indicando que, apesar do caráter assimétrico do acordo, amplos setores da burguesia interna ainda apoiam sua conclusão; iii) a OCDE é vista como benéfica por, praticamente, todas as entidades; iv) com exceção da ABIMAQ, nenhuma entidade apresenta simpatias por uma integração regional mais profunda, preferindo defender a manutenção da União Aduaneira como meio de barganha e defesa comercial e apresentando reservas em relação à Venezuela e à integração política; v) apesar de o capital estrangeiro e da burguesia associada a ele deterem a hegemonia do bloco no poder, o governo Bolsonaro atendeu aos interesses de frações secundarizadas da burguesia interna, como parcelas da indústria de transformação intensiva em mão-de-obra e produtores rurais, especialmente os sojicultores, que lograram se fazer presentes. Em suma, esses resultados indicam o interesse na manutenção da União Aduaneira no Mercosul, mas não o interesse em uma integração multidimensional que abarque temas de ordem política e socialThis dissertation intends to analyze the positioning of the Brazilian internal bourgeoisie towards the reforming of Mercosur proposed by the Bolsonaro government (2019-2022). The work has as its theoretical framework the writings of Nicos Poulantzas, especially the concepts of relative autonomy of the State, power blocs, and the internal bourgeoisie. The research methodology consists of the technique of Content Analysis in order to identify the interests of the examined actors. In order for the analysis to be done, the documents and press positionings of the internal bourgeoisie entities (FIESP, CNI, CNA, ANFAVEA, ABIMAQ, ABIT, CNA, ABAG, and APROSOJA) are examined. In investigating these sources, we seek to understand whether there is or not consensus within this fraction concerning the revision of the Common External Tariff and the flexibilization of Mercosur, which class interests this reform serves, and what would be the international insertion model defended by the Brazilian internal bourgeoisie. The results we found are: i) almost all analyzed entities present some degree of resistance to the reduction of the tariff, indicating the continuation of the existence of an internal bourgeoisie in Brazil, which, seeking to protect itself from external competitors, adopts a protectionist behavior; ii) almost all associations see as beneficial, in different degrees, the conclusion of the Mercosur-EU Agreement, indicating that, despite the asymmetric characteristics of the agreement, broad sectors of the internal bourgeoisie still support its conclusion; iii) the OECD is seen as beneficial to almost all entities; iv) with the exception of the ABIMAQ, none entity is sympathetic to a deeper regional integration, preferring to uphold the Custom Union as a mean of negotiation and commercial defense, and showing resistances towards Venezuela and the political integration; v) despite the foreign capital and the bourgeoisie associated with it having the hegemony within the power bloc, the Bolsonaro government has fulfilled the interests of secondary fractions of the internal bourgeoisie, as parts of the labor-intensive manufacturing industry and rural producers, especially the soybean ones, that made its interests be answered.
