Renata Miranola BichirDissertação (mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Políticas Públicas, São Bernardo do Campo, 2019.A presente dissertação teve como objetivo compreender a governança e implementação da política de assistência social na cidade de São Paulo, ao analisar o médio escalão da burocracia da Secretaria Municipal de Assistência e Desenvolvimento Social (SMADS), ponto de observação ainda não explorado pela literatura. Olhar para essa camada permite compreender fluxos e interações não só entre atores nos diferentes escalões da burocracia, mas também entre atores estatais e não estatais. Para tal, investiguei a estrutura e as atribuições das 32 Supervisões de Assistência Social (SAS) do município ¿ uma em cada prefeitura regional. Desse modo, foi possível explorar o papel das supervisoras de SAS ¿ burocratas de médio escalão que gerenciam as SAS ¿ na política de assistência social, e as relações que estabelecem com as Organizações da Sociedade Civil (OSC), executoras de serviços socioassistenciais conveniados. Visando atingir esse objetivo, foram definidas três estratégias metodológicas básicas: revisão da literatura sobre assistência social em São Paulo e das lentes teóricas de implementação de políticas públicas, governança e capacidades estatais; análise de dados secundários produzidos pelo Estado; além de 19 entrevistas semiestruturadas realizadas com atrizes estatais e não estatais atuantes no setor. Dentre os principais achados da pesquisa, constatei que as SAS são uma instância fundamental no processo de assinatura de convênios e supervisão dos serviços realizados pelas OSC. Adicionalmente, encontrei distintos perfis de supervisoras de SAS e de OSC na implementação da política, os quais geram efeitos sobre a forma como os serviços são criados e supervisionados. Não obstante, constatei que as supervisoras de SAS são burocratas de médio escalão que não apenas interagem com os extremos da administração pública (alto escalão e nível da rua), como também se relacionam com atores não estatais e políticos nas fronteiras entre Estado e sociedade civil no cotidiano da implementação da política de assistência social.The present dissertation aimed to understand the governance and implementation of the social assistance policy in the city of São Paulo, by means of analyzing the middle layer of the bureaucracy of the Municipal Secretary of Social Assistance and Development (SMADS), a point of observation yet unexplored by literature. To look at this layer allows us to understand flows and interactions not only between actors at different levels of bureaucracy, but also between state and non-state actors. To reach this end, I investigated the structure and attributions of the 32 Social Assistance Supervisors (SAS) of the municipality - one in each boroughs of the city. In this way, it was possible to explore the role of SAS supervisors - mid-level bureaucrats who manage the SAS - in the social assistance policy and the relationships they establish with Civil Society Organizations (CSOs) executing social assistance services by convenant. Aiming to reach this goal, three basic methodological strategies were defined: a literature review on social assistance in São Paulo and the theoretical lenses of implementation of public policies, governance and state capacities; analysis of secondary data produced by the State; as well as 19 semi-structured interviews conducted with state and non-state actors working in the sector. Among the main findings, I found that the SAS are a key instance in the process of signing agreements and supervising the services performed by CSOs. Additionally, I found distinct profiles of SAS and OSC supervisors in policy implementation, which have effects on how services are created and supervised.
