Uma atividade deste porte altera e reconfigura as relações econômicas, sociais e territoriais das zonas produtoras, demandando a atuação governamental para que adversidades comumente atreladas à exploração de recursos naturais sejam minimizadas, assim como possibilitar a maximização dos ganhos para além dos valores econômicos. Desta maneira, a agenda de planejamento é o primeiro passo para que políticas públicas voltadas para o desenvolvimento da região possam ocorrer, sendo sua análise o foco desta dissertação. Tendo isto em vista, busca-se analisar a capacidade da Agência Metropolitana da Baixada Santista, a fim de observar sua atuação e sua influência no contexto regional; as diferentes trajetórias de desenvolvimento de países exportadores de petróleo visando evidenciar a multiplicidade de caminhos que podem ser adotados e suas consequências; a trajetória do petróleo nacional e seus impactos em regiões produtoras; os instrumentos de planejamento desenvolvidos na região, como o Plano Metropolitano de Desenvolvimento Integrado e o Plano Metropolitano de Desenvolvimento Estratégico da Baixada Santista, assim como o Relatório Final da Comissão Especial de Petróleo e Gás, também utilizados a fim de observação da agenda apresentada pelos órgãos institucionais; e a visão da opinião pública, capaz de influenciar os debates e dar destaque a problemas que podem ser inseridos na agenda política e, posteriormente, ser incluído na agenda de planejamento da região. Por fim, é realizada uma análise da agenda de planejamento regional em torno do enfrentamento de problemas atribuídos a indústria petrolífera, sua cadeia produtiva e seus impactos territoriais.The discovery of oil in the Pre-Salt has generated expectations throughout the country, impacting with greater intensity the regions bordering the hydrocarbon deposits, amongst them the Metropolitan Region of Baixada Santista, where the largest port in Latin America is present. An activity of this size alters and reconfigures the economic, social and territorial relations of the producing zones, demanding government action to reduce adversities commonly linked to the exploitation of natural resources, as well as making it possible to maximize gains beyond economic values. In this way, the planning agenda is the first step so that public policies oriented to the development of the region can occur, and its analysis is the focus of this dissertation. With this in mind, we seek to analyse the capacity of the Metropolitan Agency of Baixada Santista, in order to observe its performance and its influence in the regional context; the different development paths of oil exporting countries in order to highlight their multiplicity and consequences; the trajectory of the national oil and its impacts in producing regions; the planning instruments developed in the region, such as the Metropolitan Integrated Development Plan and the Metropolitan Plan for Strategic Development of Baixada Santista, as well as the Final Report of the Special Committee on Oil and Gas, also used in order to observe the agenda presented by the organs institutions; and the vision of public opinion, capable of influencing the debates and highlighting problems that can be inserted in the political agenda and later be included in the regional planning agenda.
