Ao questionar sobre a mudança do modelo de governança deste processo em relação ao anterior, dos Objetivos de Desenvolvimento do Milênio (ODM), a pesquisa busca demonstrar que ainda que tenha havido alterações, as mesmas não representam uma mudança no modelo de negociações internacionais e torno da agenda de desenvolvimento, mesmo com maior participação de atores, como setor privado, governos nacionais e subnacionais e sociedade civil. Para isso, avaliamos como se deu a governança em todo o processo, levando em conta as relações de acesso, poder decisório e comunicação estabelecidas entre os múltiplos atores envolvidos, a partir da metodologia do IAD de Ostrom adaptada ao contexto de governança global.The objective of this research is to discuss, in the light of the theories of Neoinstitutionalism and Political Ecology, synthesized in the framework of Elinor Ostrom, the Sustainable Development Goals (SDG), the outcome of the United Nations Conference on Sustainable Development (Rio + 20) and the last result of a broader affirmation historical process of the concept of Sustainable Development. When questioning about the change in the governance model of this process in relation to the previous one, the Millennium Development Goals (MDGs), the research seeks to demonstrate that although there have been changes, they do not represent a shift in the model of international negotiations and of the development agenda, even with greater participation of actors such as the private sector, national and subnational governments, and civil society.
