Resumo: New digital economy technologies, such as the initial coin offering (ICO) and its virtual assets, tokens and crypto-currencies, when coupled with software that anonymizes their transactions, potentiate the risks of virtual crime, money laundering, terrorist financing, and even cyber-attacks on the state financial system. Such cybernetic risks have demanded from governments the development of security systems for financial activity in cyberspace, involving cyber-defense mechanisms, oversight bodies, as well as normative devices to regulate, prevent and suppress cyber-attacks. In view of this scenario, the purpose of this research was to describe the Brazilian system of financial security in cyberspace, analyzing it in the face of the initial coin offering (ICO) phenomenon and its virtual assets, arriving at the conclusion that the current system is inapplicable to such a phenomenon.

Tales riesgos cibernéticos han demandado a los gobiernos el desarrollo de sistemas de seguridad de la actividad financiera en el ciberespacio, involucrando mecanismos de ciberdefensa, órganos de fiscalización, así como aparatos normativos para regular, prevenir y reprimir ciberataques. En vista de este panorama, en esta investigación se objetivó describir la sistemática brasileña de seguridad para la actividad financiera en el ciberespacio, analizándola frente al fenómeno de la initial coin offering (ICO) y sus activos virtuales, llegando a la conclusión de que el actual sistema es inaplicable a tal fenómeno.Novas tecnologias no âmbito da economia digital, tais como a initial coin offering (ICO) e os seus ativos virtuais, os tokens e as criptomoedas, quando associadas a softwares que proporcionam anonimato em torno de suas transações, potencializam os riscos de criminalidade virtual, lavagem de dinheiro, financiamento ao terrorismo e até mesmo ciberataques ao sistema financeiro estatal. Tais riscos cibernéticos têm demandado dos governos o desenvolvimento de sistemas de segurança da atividade financeira no ciberespaço, envolvendo mecanismos de ciberdefesa, órgãos de fiscalização, bem como aparatos normativos para regular, prevenir e reprimir ciberataques.
