CAPS with public and private management: study in psychosocial care network of Rio Grande do Norte

Resumo: The management in mental health has become an important topic in the field of psychiatric reform. A study was developed in two public Psychosocial care centers in the state of Rio Grande do Norte. One of these centers are a public one in Natal. Another study was held in a private center in the city of Parnamirim. Aimed at understanding the mode of operation of each of them, specifically how is the process of planning and management of human and material resources. Methodologically was conducted desk research and interviews with managers and technical staff of both services, totaling 13 professionals. Differences were found in management between the two services in the following aspects: transparency in the transfer of resources from the municipal administration for the service, autonomy, participation in planning and forms of resource use. We observed that both models have advantages and disadvantages. The privately in the lines of a Social Organization (OS) is privileged in the sense of provide more autonomy and resolution to the service. Public management is submitted to the executive power, working in a less flexible and plaster form, not allowing faster and focused resource management by the technical team.

Desenvolvemos uma investigação em dois Centros de Atenção Psicossocial do RN, um com gerência pública, localizado em Natal e outro com gerência privada, em funcionamento no município de Parnamirim. Objetivamos conhecer o modo de funcionamento de cada um deles, especificamente como se dá o processo de planejamento e gestão dos recursos materiais e humanos. Metodologicamente realizamos pesquisa documental e entrevistas com gestores e equipe técnica de ambos os serviços, totalizando 13 profissionais. Foram constatadas diferenças na gerência entre os dois serviços nos seguintes aspectos: transparência no repasse dos recursos da gestão municipal para o serviço, autonomia, participação no planejamento e formas de utilização dos recursos. Observamos que ambos os modelos têm vantagens e desvantagens. A gerência privada nos moldes de Organização Social (OS) é privilegiada no sentido de proporcionar mais autonomia e resolutividade ao serviço.
