Public Policies on Labor, Welfare and Social Security for LGBT People in Brazil: wishes, achievements and impasses

Th is text presents refl ections concerning the public policies onwelfare, social security and labor at three governmental levels - federal, state and local -, drawn from the data collected in the research Public Policies for LGBT people in Brazil: critical preliminary mapping and Public policies for LGBT people: mapping exemplary initiatives for the state of Goiás. It analyzes the actions of promotion to LGBT (lesbian, gay, bisexual and transgender) citizenship and against homophobia. Th e two researches covered several empirical resources such as documents, resolutions and federal programs, and 95 interviews with activists and managers of the public policies. It was found that the barriers to host LGBT demands in the areas of labor, social security and welfare, has been given to a large extent by the presence of a universalistic conception of public policy as focalized and familist, which limits the embracement of vulnerable groups not restricted to the conditionalities of income level and at the same time reiterates the sexual and gender hierarchies.
