Resumo: The paper addresses the issue of economic develop-ment, focusing on the recent process of implementation of the shipbuilding cluster in Rio Grande and its socioeconomic implications in establishing collaborative networks of productive agents, and especially in small business activities. The proce-dures of empirical research involving field research coupled with research in secondary sources. Were visited eight small companies, three universities and various organizations, which are related to the cluster under study. The central argument is that the current development paradigm is sustained in orga-nizational logics that favor the formation of networks among various productive agents, not only opening up new spaces of action for small innovative company, but also new demands for interaction with universities.

The central argument is that the current development paradigm is sustained in orga-nizational logics that favor the formation of networks among various productive agents, not only opening up new spaces of action for small innovative company, but also new demands for interaction with universities.
