Resumo: This paper analyzes the antidumping, countervailing and safeguard measures, trade defense measures provided by the World Trade Organization (WTO), and how they are imposed in Brazil. For this, the creation of the WTO and the implications of multilateralism for the adoption of different trade policies and for the need for greater insertion of developing countries in the international arena will be examined. The need for trade defense regulation arose due to the need for greater trade liberalization and, at the same time, for the protection of domestic industry against unfair trade practices, in order to make it more competitive. Next, the instruments of defense and the procedure defined for their application will be examined, . It will also be analyzed how these measures are used in Brazil and how they are being applied against the country, using quantitative data. The work concludes with a demonstration of the implications of the current one for the country's domestic industry and the need to strengthen commercial defense in the regulatory and legislative spheres.

Para tanto, será examinada a criação da OMC e as implicações do multilateralismo para a adoção de diferentes políticas comerciais e para a necessidade de maior inserção dos países em desenvolvimento no cenário internacional. A necessidade de regulamentação da defesa comercial surgiu em virtude da necessidade por maior liberalização comercial e, ao mesmo tempo, de proteção da indústria doméstica em relação às práticas desleais de comércio, a fim de torná-la mais competitiva. Em seguida, serão examinados os instrumentos de defesa e o procedimento definido para que sua aplicação seja possível. Analisar-se-á, ainda, a forma que a aplicação dessas medidas ocorre no Brasil e de que modo estas estão sendo aplicadas contra o País, utilizando dados quantitativos.
