Resumo: This present work aims to emphasize the importance of Energy Efficiency (EE) in the social, economic and energy spheres. Public calls (PPCs) carried out annually by electric utilities are fundamental tools for expanding the concept of efficiency. The PPCs are regulated by the National Electric Energy Agency (ANEEL), as part of its Energy Efficiency Program, pursuant to Normative Resolution Nº 556. This work highlights laws, rules and guidelines governing public calls throughout the country, whether from the perspective of the electricity distribution concessionaire, the Energy Conservation Services Company (ESCOs), and the customer perspective, which will have their facilities modified for greater use of electricity. It will be presented the scope that ANEEL defines how the public calls should occur, noting that each concessionaire makes public notices, with different formats, however, all must obey ANEEL regulations. In order for the program to succeed, there is a need for a good understanding of the laws and guides available, which govern public calls, which comply with the regulations of Procedures of the Energy Efficiency Program – PROPEE (current regulations in force). In this way, methodologies of how to submit energy efficiency projects in electrical installations will be clarified and exposed in order to obtain the project’s approval when submitted to a public call, either public or private power, in the notices made available by the concessionaires. After defining and explaining all the relevant points of the public call process, a case study will be presented at José Frota Institute (IJF), an emergency medical center, considered a reference in the state of Ceará, which had their air conditioning and lightning systems improved in terms of energy efficiency through public calls from Enel Distribuição Ceará during 2015 and 2016.

As CPPs são reguladas pela Agência Nacional de Energia Elétrica (ANEEL), como parte do seu Programa de Eficiência Energética, obedecendo a Resolução Normativa Nº 556. Este trabalho destaca leis, normas e diretrizes que regem as chamadas públicas de todo o país, seja sob a perspectiva da concessionária de distribuição de energia elétrica, das Empresa de Serviços de Conservação de Energia (ESCOs), e a perspectiva do cliente, que terá suas instalações modificadas para maior aproveitamento da energia elétrica. Será apresentado o escopo que a ANEEL define, de como a chamada pública deverá ocorrer, ressaltando que cada concessionária disponibiliza editais, com diferentes formatações, no entanto, todos devem obedecer a regulamentação da ANEEL. Para que haja sucesso do programa, é necessário que haja uma boa compreensão das leis e dos guias disponibilizados, que regem as chamadas públicas, os quais obedecem a regulamentação de Procedimentos do Programa de Eficiência Energética - PROPEE (regulamentação atual vigente). Dessa forma, serão expostas metodologias de como submeter êxito na submissão de projetos de eficiência energética em instalações elétricas nas chamadas públicas.
