Resumo: Highway constructions are extremely necessary for a nation’s economic development. This type of construction can take a long time to be finish and many resources are necessary. Show the flow of values of a transportation infrastructure construction in a systematic way is essential to increase the productivity by reducing or eliminating existing waste of the processes that are quite complex. The problem lies on the inefficiency of the characterization of the production process of these constructions because there’s very few studies about the origins of its problems and wastes. Existing waste can be eliminated or reduced by using tools and concepts of the Lean Construction representing a different approach of this philosophy in a highway construction. To make this possible, a case study was conducted by using a Lean Construction tool called Value Stream Mapping (VSM) in the earth movement construction stage of the construction. The main purpose of the tool is to identify sources of waste and problems and remove them through the elaboration of two products, the Current State Map (CSM) and the Future State Map (FSM). The main problems identified in the value chain were the deficiency in the relationship/communication between the construction company and the client, the deficiency in the implementation of quality control tests after the earth movement execution, the production pace below the one established in contract, the low level of production planning in the short and medium term, the lack of planning and control of input transport and the improper storage of input during long periods. In addition to identifying the problems and wastes of the productive process, the following improvements have been proposed: regular meetings between the client, the construction company and the supervisor company, narrowing of the relationship between the client and the construction company, through more frequent customer visits to the construction site, search for the perfect flow through the elaboration of production planning, in addition to the elimination of the waiting times and the reduction of the switching time of the vehicles, approaching the production rhythm to the rhythm imposed by customers in the design phase, preparation of a input transport planning and adoption of kanbans. The conclusion from the application of the VSM at a highway construction was that it was possible to map the flow of the values chain of a transportation infrastructure construction in a systematic way, allowing the introduction of the Lean Philosophy in a new different site

A duração de sua execução pode chegar a anos e os recursos necessários são numerosos. Mapear a cadeia de fluxo de valores desse tipo de obra de modo sistêmico é essencial para reduzir ou eliminar os desperdícios nela existentes aumentando a sua produtividade. O problema situa-se na ineficiência da caracterização do processo produtivo desse tipo de construção, pois existem poucos estudos que identifiquem as origens dos desperdícios e problemas existentes nas obras rodoviárias. Mapear o fluxo de valores da obra possibilita a identificação e a eliminação ou redução dos desperdícios após a proposição de melhorias. Para tornar isso possível, foi realizado um estudo de caso em que a ferramenta da Produção Enxuta chamada Mapeamento do Fluxo de Valor (MFV) foi utilizada na etapa de terraplenagem de uma obra rodoviária. O principal propósito da ferramenta é identificar fontes de desperdícios e problemas e eliminá-las através da elaboração de dois produtos, o Mapa do Estado Atual (MEA) e o Mapa do Estado Futuro (MEF). Após a aplicação do MFV, os principais problemas identificados na cadeia de valor foram a deficiência na relação/comunicação entre construtora e cliente, a não execução dos ensaios de controle da qualidade in situ em alguns trechos, o ritmo de produção da terraplenagem inferior àquele estabelecido em contrato, o baixo nível de planejamento da produção a curto e médio prazo, a inexistência de planejamento e controle do transporte do solo e o armazenamento inadequado do insumo durante longos períodos. Além de identificar os problemas e desperdícios do processo produtivo, foram propostas as seguintes melhorias: realização de reuniões periódicas entre o cliente, a construtora e a empresa supervisora, busca do fluxo contínuo através da elaboração do planejamento da produção, além da eliminação dos tempos de parada e redução dos tempos de manobra das máquinas, elaboração de um planejamento da distribuição de solo e adoção de kanbans.
