This study has been divided into chapters in light of the importance of the succession of study stages from the development of managing bodies to the analysis of performance of coastal lagoons in Ceara., starting with the occurrence in Cata Lagoon in 1994. With respect to the Environment and Water Resource management bodies, their history over the years was reported and their actions, competences and performance were highlighted. The importance of coastal lagoons was also highlighted, as water shortage and improper use make it more and more valuable. Later, a specific analysis of some lagoons and their characteristics was made. This study aims to arouse the society and managing bodies' interest in coastal lagoons and prevent such occurrences like that in Cata Lagoon, where the passage was closed and a spillway was constructed on the dune foot without any kind of water work license or previous study or evaluation of environmental impact. Now we propose actions to be taken, which are focused on the spillway level, maximum overflowing level and possible volumes of water to be stored through the analysis of several aspects and administrative actions related to required expropriations. All that occurred because a larger reservoir to supply water to the neighboring population was needed, but that action caused a number of material damages to landowners living around the lagoon. Thereby, an analysis of managing bodies was made and a proposal is submitted to guide the activities of such institutions to ensure a sufficient quantity of quality water to communities living in coastal lagoon areas, and especially to meet the population's needs in dry periods.
