Resumo: Reforms in the Brazilian Social Protection System, initiated in the 1980s, won legal framework with the Federal Constitution of 1988. Some of the main guidelines that established the new contours of the Social Protection System were related to the processes of decentralization, intersectorality, participation and social control. However, such constitutional guidelines, though fundamental and responsible for determining the social policies formulated post 1988, mark important challenges in the evaluation processes in the social field, especially regarding the complexities of that field and the implementation of constitutional guidelines.

Algumas das principais diretrizes que instituíram os novos contornos do sistema de proteção social estiveram relacionadas aos processos de descentralização, intersetorialidade, participação e controle social.
