Resumo: In this text it is discussed the educational reforms which directed the professional education in Brazil between 1920 to 1940, moment in which happened the educational reforms that directed the formation of the laborer, maintaining the duality of tuition. It is weighted in this study the liberal and conservative ideary in education, the ideary’s influence in the New School and its defenders in Brazil. The Francisco Campos Reform which provided changes in the commercial and superior tuition; the creation of the Institute of Organization and Rational of Work (IDOTR) which sought the organization in the factories’ space and the laborer’s control attending the dictates of the capital. It is presented the installation of the New State and the ratification of the professional education directed to the economically disadvantaged by the Federal Constitution of 1937. In the decade of 1940 occurred new educational reforms named Organic Laws of Tuition which, in conservative times, consolidated the duality of tuition with liberal principles providing to the elite the access to the Humanistic Classic Formation and the professional tuition directed to the working class.

Pondera-se neste estudo o ideário liberal e conservador na educação, a influência do ideário da Escola Nova e seus defensores no Brasil. A Reforma Francisco Campos que proporcionou mudanças no ensino comercial e superior; a criação do Instituto de Organização e Racional do Trabalho – IDOTR que buscou a organização no espaço das fábricas e o controle do trabalhador atendendo os ditames do capital. Apresenta-se a instauração do Estado Novo e a ratificação da educação profissional direcionada aos menos favorecidos economicamente pela Constituição Federal de 1937.
