Desvios de prazos em empreendimentos da construção civil: fatores de influência para obras de pequeno porte

Resumo: Meeting the deadline is one of the main indicators of success in a project. Thus, several efforts have been made to identify the causes of deviation from deadlines in civil construction works. However, there is little literature that relates these causes to the size of the works, which led to the following research question: what are the causes of deviations in small works? In this sense, this paper aims to identify the main causes of deadline deviations in Small Construction Projects (SCP). Therefore, the main factors identified for the occurrence of deviations in the Civil Construction Industry (CCI) were surveyed in the literature, culminating in 142 reasons, which were ranked and served as a basis for the field research. Based on the literature, a questionnaire was built, consisting of 31 10-point Likert-type questions about the causes of deviation from schedule, in addition to information about the project and the respondents' performance. The data were submitted to the Exploratory Factor Analysis (EFA) using the SPSS software, allowing the extraction of the factors related to these 31 reasons for deviation from schedule. This analysis was performed for the total sample and for the PPO in particular, which allowed a comparison of whether there are differences between the causes by size of project. The results showed that issues related to the increased cost of materials and equipment affect construction sites in a similar way, regardless of size. They also showed that labor was more influential in larger construction sites than in PPO. Additionally, design issues and client interference (request for specific changes in projects) were more influential in PPO. Thus, we conclude that the factors that lead to the deviation of deadlines are influenced by the size of the project. The causes obtained in this study can help companies and professionals to improve their monitoring by being more assertive in decision making and thus contributing to the reduction of delays in construction. Further research that can correlate the level of schedule deviation with the factors explored here, as well as a stratification of the sample by other aspects of the work, such as, for example, its construction typology, is suggested for future work.

Desse modo, diversos esforços têm sido realizados para identificar as causas de desvio de prazos em obras da construção civil. Porém, há pouca literatura que relaciona essas causas ao porte das obras, o que levou a seguinte questão de pesquisa: quais as causas de desvios de prazo de obras de pequeno porte? Nesse sentido, este trabalho tem como objetivo identificar as causas principais de desvio de prazos em Obras de Pequeno Porte (OPP). Para tanto, levantou-se na literatura os principais fatores identificados para a ocorrência de desvio de prazo nas obras da Industria da Construção Civil (ICC), culminando em 142 razões, as quais foram ranqueadas e serviram de base para a pesquisa de campo. Com base na literatura, construiu-se um questionário composto por 31 perguntas do tipo Likert de 10 pontos sobre estas causas de desvio de prazo, além de informações sobre a obra e a atuação dos respondentes. Foram obtidas 158 respostas na pesquisa, de âmbito nacional, cujos dados foram submetidos à Análise Fatorial Exploratória (AFE) com auxílio do software SPSS, possibilitando a extração dos fatores relacionados a essas 31 razões de desvio de prazo. Tal análise foi realizada para o conjunto total da amostra e para as OPP, em particular, o que permitiu comparar se há diferenças entre as causas por porte de obra. Os resultados mostraram que questões relativas ao aumento de custo dos materiais e equipamentos afetam de modo semelhante às obras, independente do porte. Ainda evidenciaram que a mão de obra se mostrou mais influente em obras maiores do que em OPP. Adicionalmente, as questões projetuais e de interferência dos clientes (solicitação de alterações específicas nos projetos) foram mais influentes em OPP. Desta forma, conclui-se que os fatores que levam ao desvio de prazo sofrem influência do porte da obra. As causas obtidas no presente estudo podem ajudar as empresas e profissionais a melhorarem o seu monitoramento sendo mais assertivos na tomada de decisão e contribuindo, desta forma, para a diminuição dos atrasos nas obras.
