Resumo: This current work focuses on one of the most controversial theme within the Brazilian Public Law: the public bidding. More specifically, concerning the administrative acts of misconduct in public bids, which are presented mainly through bidding frauds. Despite the evolution of means of administrative control and changes in the brazilian legislation that regulates the subject, the human being has always architected new ways to disobey the law in order to achieve its personal goals, suppressing the interests of the community. Presenting a few of these maneuvers, and suggesting effective ways to combat such conduct is the central goal of our entire exhibition.

Não obstante a evolução dos meios de controle administrativo e as mudanças na legislação pátria que regulam a matéria, o homem sempre arquiteta novas maneiras de burlar a legislação e alcançar seus objetivos pessoais, suprimindo os interesses da coletividade.
