This article presents achievements and difficulties of producing a short film funded by public notice. Relates how the financial support via the contest conceived by the Secretaria de Cultura de Fortaleza - SECULTFOR, while it aims to promote audiovisual culture in the capital of Ceará, can produce red tape capable of undermining the creative impulses of the producers, forcing them to find new ways to its poetic cinema. To support the issues involved from conception, the route and the completion of the work "Momento, Vício e Boa Sorte" filmed in the neighborhood of Goiabeiras in Fortaleza, we turn to the thought of Ostrower (2013) about the creative process, Hernández (2009) that based on the visual culture and Rodrigues (2007), important for audiovisual issues. From this experience, we extract a reflection on the impact of production on the neighborhood and the neglect of the cultural policy of encouraging the city of Fortaleza.
