Resumo: Based on extensive research material, I present and analyze the process of change in the carnival festivals in Fortaleza, which took place in the 2000s. This is related to a set of proposals implemented over the eight consecutive years of the administration of Mayor Luizianne Lins, with a focus mainly on the second period, between 2009 and 2012. These changes were also carried out in agreement with the state power, having, among other purposes, to move the tourism industry in the city. Within the scope of the city's Carnival parties, the measures taken by the city hall, the creation of the public notice policy is of greatest interest for the objectives proposed here, as it established a new dynamic in the granting of resources, in addition to different relationships between players and public authorities, as well as other festive settings and forms of party control.

Isto se relaciona a um conjunto de propostas implementadas no decorrer dos oito anos consecutivos da gestão da prefeita Luizianne Lins, com enfoque sobretudo no segundo período, entre 2009 e 2012. Trata-se de mudanças realizadas em acordo também com o poder estadual, tendo, dentre outras finalidades, a de movimentar a indústria do turismo na cidade.
