This work analyses the evolution of the Human Opportunity Index (HOI), a measurement designed to demonstrate inequality of opportunities, for children with age range from 7 to 16 years, right after the recently governmental investment programs on infrastructure and education, such as Programa de Aceleramento de Crescimento (PAC) and Plano de Desenvevolvimento da Educação (PDE). For that, we have estimated a rate for the coverage and distribution inequality on the access to basic services of water, sanitation, energy, and education. The results show that there have been advances on the HOI for all analyzed services from 2006 to 2014. The overall index has evolved approximately 8,08%, however, access to sanitation services remains weak, covering a slightly more than 50% of the population. In regard to the public policies fostered during the analyzed time, we interfere a better overall expenditure has been placed; yet we can still stress out to governmental flaws concerning to resources management, State constrains, and the current struggle to attract direct investment.
