Territorial development in Brazilian Northeast: learning about democracy. The paper proposes an analysis of a research directed in partnership with Rural Worker Union of Lagoa Seca, AS-PTA, Federal University of Campina Grande and CIRAD. The research wants to analyse local development experience in order to establish a framework for public policies. A group composed by union's leaders , technicians and academics have studied the agrarian evolutions, the effect of past public policies and the success and difficulties of social movement. The process is going on and is using semin ars and work-shop, visits and interviews. The data processing is not yet achieved and the discussions about results did not begin. The first elements draw the mains orientations of agrarian policies: land , infrastructure, research ... and prove how a collective training process enables leaders to use information. Now, it's necessary to think about pedagogic ways to make information available for as many people as possible.
