Resumo: No ano de 1976, em plena Ditadura Militar brasileira, acontece, na cidade de Campina Grande, no interior do estado da Paraíba, o I Festival de Inverno da cidade. O evento, que durou trinta dias, trouxe artistas de vários estados brasileiros para a festividade, e deu início a uma tradição já dura quarenta e dois anos. O presente estudo investiga a construção desse evento, elucidando, ao longo de três capítulos, o Cenário – nacional e local – em que essa experiência de desenvolveu, os Personagens principais, responsáveis pela articulação de um festival dessa proporção, e também as Cenas que se desenrolaram ao longo de todos esses dias de prograções diversas. Através de um levantamento bibliográfico e do cruzamento de diferentes tipos de fontes, a pesquisa aponta para a existência de um cenário favorável para o desenvolvimento de festivais, especialmente na década de 1970. Principalmente em razão do surgimento de um público direcionado e de investimentos governamentais. Outro ponto importante se destaca no cenário local, com um prefeito aliado aos militares, a presença de um imponente nome do cenário cultural nacional em Campina Grande como patrono dessas festividades, e a força de uma representante da elite local, articulando seus contatos e construindo a primeira edição do festival de arte e cultura mais antigo da cidade.

The event, which lasted 30 days, brought artists from various Brazilian states to the festival and began a tradition that has been lasting for forty-two years. The present study investigates the construction of this event, elucidating, during three chapters, the Scenario - national and local - in which this experience developed, the Main Characters, responsible for the articulation of a festival of this proportion, and also the Scenes that are throughout these days of various programming. Through a bibliographical survey and the crossing of different types of sources, the research points to the existence of a favorable scenario for the development of festivals, especially in the 1970s. Above all, due to the emergence of a targeted public and government investments.
