Health information systems used in the psychosocial care network: a study of the use and profile of its users in the Municipality of Fortaleza

Resumo: Among the objectives of health information systems, is the increase of the efficiency and safety of health care, following a logic of integral follow-up and ensuring the permanent evaluation of the health situation of the population and the results of actions performed, fundamentally in planning and management. However, the implantation of these systems has traditionally been related to multiple errors and difficulties, having the human factor as the nucleus of most of these problems, which commonly appear within the complex institutional interactions. In a view to the implementation of ambulatory information systems, and of the Pharmacy Assistance management system - Horus, this work aimed to understand, from the perspective of heath information systems users inserted in psychosocial care centers, how they are used and wich factors are involved in the manipulation of these systems, using evaluation elements for it. This is a descriptive study with a qualitative approach, carried out from January to December 2016. Have been selected psychosocial care network workers, users of the previously mentioned systems, who were implanted in these centers. Data collection was done through participant observations and semi-structured interviews guided by scripts. The analyzes were made through content analysis, thematic-categorial. It was decided that the results would be presented separately between two systems. The emerging categories for were: Structure for work; Facilities and difficulties to use the system and Knowledge acquired for the use of the system. Among Administrative Assistants, users of the ambulatory information systems, women predominated and their level of schooling only reached up to full secondary education in most of the interviewees, while pharmacists, users of horus, most of them have or are attending some specialization. The results are showing that both systems presented implementation failures. They are hindering the correct use of the systems, from the structural level, related to poor human resources and lack of infrastructure in general. The Pharmacists users of Horus have highlighted more facilities in the use of the system, than users of the ambulatory information systems. Mainly because it is an online system that does not require constant updates and because of the pharmacists who are responsible for the collection and transmission of this data to the system, unlike the administrative assistants, who depend on other professionals to obtain the data, by completing the forms, a fact that creates difficulties in the correct filling of the data. It was also identified that the lack of training in a timely and accurate manner, generated difficulties in the using creating doubts, and the possibility of generating untrusted or incomplete data. ItÂs concluded that the lack of attention to points such as: human resources training, adequate infrastructure, as well as a process of organizational change, can hinder the implementation of information systems, creating a rejection of new technologies.

Diante da implantaÃÃo na rede de atenÃÃo psicossocial, do boletim de produÃÃo ambulatorial e do registro das aÃÃes ambulatoriais em saÃde, que fazem parte do sistema de informaÃÃo ambulatorial, e do sistema de gestÃo da AssistÃncia FarmacÃutica â HÃrus, este trabalho, teve o objetivo de analisar e compreender, diante da perspectiva dos usuÃrios desses sistemas inseridos nos centros de atenÃÃo psicossocial, como sÃo utilizados e quais sÃo os fatores envolvidos na manipulaÃÃo destes sistemas, utilizando-se para isso elementos de uma avaliaÃÃo. Trata-se de um estudo descritivo, com abordagem qualitativa, realizado desde janeiro atà dezembro de 2016. Foram selecionados trabalhadores da rede de atenÃÃo psicossocial, usuÃrios dos sistemas de informaÃÃo mencionados anteriormente, que foram implantados nesses centros. A coleta de dados realizou-se por meio de observaÃÃes participantes e entrevistas semiestruturadas guiadas por roteiros. As anÃlises foram feitas mediante anÃlise de conteÃdo, temÃtico-categorial. Decidiu-se que os resultados seriam apresentados em separado entre um sistema e outro. As categorias emergentes das entrevistas foram: Estrutura para o trabalho; Facilidades e dificuldades para a utilizaÃÃo do sistema; Conhecimento adquirido para a utilizaÃÃo do sistema. Dentre os Auxiliares Administrativos, usuÃrios do sistema de informaÃÃo ambulatorial predominou o sexo feminino e o nÃvel de escolaridade sà alcanÃava atà o ensino mÃdio completo na maioria dos entrevistados, enquanto que os farmacÃuticos, usuÃrios do hÃrus, a maior parte possui ou està cursando alguma especializaÃÃo. Os resultados demonstram que ambos os sistemas apresentaram falhas na implementaÃÃo, dificultando o uso correto dos sistemas, desde o nÃvel estrutural, relacionado com poucos recursos humanos e a falta de infraestrutura em geral. Os farmacÃuticos usuÃrios do HÃrus, destacaram mais facilidade na utilizaÃÃo do sistema, do que os usuÃrios do sistema de informaÃÃo ambulatorial, principalmente por se tratar de um sistema online que nÃo requer atualizaÃÃes constantes e por serem os farmacÃuticos, responsÃveis pela coleta e transmissÃo desses dados ao sistema, diferentemente dos Auxiliares administrativos, que dependem de outros profissionais para obter os dados, pelo preenchimento dos formulÃrios, fato que cria dificuldades no correto preenchimento dos dados. Identificou-se tambÃm que a falta de capacitaÃÃes em tempo e forma correta, gerou dificuldades na utilizaÃÃo, criando dÃvidas, e a possibilidade de que estejam sendo gerados dados nÃo fidedignos ou incompletos.
