Cliffs Natural Monument of Beberibe / Ce: guidelines for planning and environmental management

Resumo: The coast of Beberibe is known by its landscape diversity, mainly because of the cliffs with colored sands which form structures, such as the maze and MÃe DâÃgua Cave. The cliffs landscape, which is from Morro Branco Beach to the beginning of Fontes Beach, was decreed a Conservation Unit, the Natural Monument of Beberibe Cliffs, a category which integrates the Integral Protection Group, whose administration is done ruled by SEMACE. This dissertation is about an analysis carried out in the Natural Monument and in the geographical surroundings of the Monument, characterizing their natural aspects and different ways of use and occupation which make an influence in the study area. The research was developed in a systemic perspective, having as methodological basis the Geosystemic Theory. The cartographical techniques and the field research could make possible the final execution of this work. With the achieved results, it could be observed that after the creation of the Monument, there was not a meaningful decreasing of the environmental impacts on the cliffs, the monument has infrastructure which is demanded in the conservation units, and however it still needs some benefits on the area equipments. The other geoenvironmental units, such as the coastal sea, the range of the beach, dune fields, lacustrine systems, and coastal plains establish the local scenery and interact with the cliffs presented in the study area. Two maps of the geoenvironmental units were elaborated inside the scales 1:20.000 (2008 and 1967) , and from the interpretation of these maps, it was possible to evaluate the area evolution in the last forty years, realizing the transformation occurred in the study area dynamics. The surroundings of the Natural Monument has as many problems as the disorganized occupation, motivated by the tourism, not committed to the environmental conservation of the scenery. The delimitation of a possible buffer zone to the Natural Monument and an environmental zoning to the Conservation Unity. The creation of an APA to Fontes Beach was proposed, where a zoning was established to this area. Some improvement propositions for the Natural Monument were put into its structure and organization of the local tourism. We intend this paper might contribute to the environmental management process of the conservation unity , providing benefits not only to the Natural Monument, but also to the communities which live around that area.

Esta dissertaÃÃo trata de uma anÃlise realizada no Monumento Natural e no entorno geogrÃfico do Monumento, caracterizando os seus aspectos naturais e as diferentes formas de uso e ocupaÃÃo que influenciam a Ãrea de estudo. O trabalho foi desenvolvido em uma perspectiva sistÃmica, tendo como base metodolÃgica a Teoria GeossistÃmica. As tÃcnicas cartogrÃficas juntamente com os levantamentos de campo possibilitaram a execuÃÃo final do trabalho. Como resultados alcanÃados observaram-se que apÃs a criaÃÃo do Monumento Natural, houve significativa reduÃÃo de impactos ambientais nas falÃsias, o monumento tem infraestrutura que à exigida em unidades de conservaÃÃo, porÃm carece ainda de algumas melhorias de equipamentos na Ãrea. As outras unidades geoambientais como o mar litorÃneo, a faixa de praia, campos de dunas, planÃcie lacustre e tabuleiro prÃ-litorÃneo configuram a paisagem local e interagem com as falÃsias presentes na Ãrea de estudo. Elaboraram-se dois mapas de unidades geoambientais na escala de 1:20.000 (2008 e 1967), e a partir da interpretaÃÃo destes mapas, foi possÃvel avaliar a evoluÃÃo da Ãrea nos Ãltimos quarentas anos, percebendo as transformaÃÃes ocorridas na dinÃmica da Ãrea de estudo. O entorno do Monumento Natural possui problemas quanto a ocupaÃÃo desordenada motivada por um turismo que nÃo se compromete com a conservaÃÃo ambiental da paisagem. Como proposta apresentada ao Monumento Natural està a delimitaÃÃo de uma possÃvel zona de amortecimento para o Monumento Natural e um zoneamento ambiental para a unidade de conservaÃÃo. Foi proposta a criaÃÃo de uma APA para a Praia das Fontes, onde se estabeleceu um zoneamento para esta Ãrea. Foram indicadas algumas propostas de melhorias para o Monumento Natural no que se refere a sua estrutura e organizaÃÃo do turismo local.
