Elections for Senator in Brazil and spent on campaign

Resumo: | In most countries, financing of political campaigns is performed through the large business groups, which suggests that there is some set of interests embedded in their donations. In this sense, the effects of campaign spending on election outcomes have been widely investigated for various political systems all over the world with the aim to find empirical evidence to justify policy decisions regarding the regulation of campaign spending. The difficulties presented by the existing literature on the subject are to find appropriate solutions to the problems of reverse causality (higher probability of victory attracts more resources and higher spending increases the probability of victory) and omission of variables (voterâs characteristics, for example). In this work, the impact of campaign spending in the 2006 Senatorâs election is estimated from a voter utility-maximizing framework by means of discrete choice models. The endogeneity of the variable expenses is treated with the inclusion of variables that can identify the not observed candidateâs âqualityâ. The results demonstrate that expenditures are indeed important in determining election outcomes, but there is a difference on their returns whether the candidate is incumbent or not. |

Neste sentido, os efeitos dos gastos em campanha sobre os resultados das eleiÃÃes tem sido largamente investigados para vÃrios sistemas polÃticos pelo mundo com o objetivo de encontrar evidÃncias empÃricas que justifiquem decisÃes de polÃtica com respeito à regulaÃÃo desses gastos. As dificuldades apresentadas pela literatura existente sobre o tema consistem em encontrar soluÃÃes adequadas para os problemas de causalidade reversa (maior probabilidade de vitÃria atrai mais recursos e incrementos nos gastos aumentam a probabilidade de vitÃria) e omissÃo de variÃveis (caracterÃsticas do eleitor e do candidato). Neste trabalho, o impacto dos gastos em campanha nas eleiÃÃes de 2006 para Senador à estimado a partir de uma abordagem de maximizaÃÃo da utilidade do eleitor via modelos de escolha discreta. A endogeneidade da variÃvel gastos à tratada com a inclusÃo de variÃveis que possam identificar a âqualidadeâ nÃo observada do candidato.
