Index of socioeconomic and productive potential of marine and estuarine fisheries in the state of São Paulo – IPSP: Pesca Baixada Santista

The fishing activity has grown in the last decades, and the state of São Paulo has a promising scenario for the development of such activity. The state has 16 municipalities in its coastal region, subdivided into north coast, south coast and central coast, also known as Baixada Santista, which has 9 cities. Even with the generation of jobs, income and food, negative points are reported, such as the degradation of the environment, overexploitation, reduction of marine and estuarine stocks, and even an illiteracy rate among fishermen. Thus, the study aims to identify potentialities and vulnerabilities of the activity in the central region of the state, comparing coastal municipalities. To do this, use the Analytic Hierarchy Process Method to rank these locations according to their potential development and, thus, carry out an assessment of the environment with the use of a matrix for analysis of scenarios. The results indicated that due to the importance given to the productive sub-index, by the interviewed specialists, the municipality of Guarujá stood out and was defined as the municipality of Baixada Santista with the highest Socioeconomic and Productive Potential Index in the quantity of fishing activity, as it presents data related to this sub-index higher than the other municipalities
