Panorama (crítico) do ensino-aprendizagem de línguas estrangeiras no Instituto Federal do Amapá: o caso do Campus Avançado Oiapoque

This article discusses the implications of a Brazilian public policy (Law nº 13.415/2017) that has played a role against foreign language teaching considering local language practices and needs. To this end, the educational case of the Oiapoque Advanced Campus, associated to the Federal Institute of Amapá, located on a border that employs Portuguese and French as the main official languages, is presented herein. The theoretical field of policies (public, educational and linguistic) was applied to answer the following question: What is the (critical) foreign language teaching and learning panorama at the Oiapoque Advanced Campus? This qualitative research collected perceptions concerning foreign language teaching and learning (English, Spanish and French) by students enrolled in technical courses (questionnaires) at this unit and their teachers (interviews). The results indicate language association by the participants at three contextual levels (international, national and local), emphasizing or not their appreciation for being taught and/or learned in the region. Based on this particular case, we argue that Brazilian educational public policies should consider political-linguistic decisions beyond the (inter)national context, in order to establish normative devices that ensure multilingual teaching alongside local linguistic particularities arising from contact and/or immigration contexts.
