Resumo: | The dissertation addresses the social representations of the residents of Itueta City, located in the eastern state of Minas Gerais, highlighting the process of population transfer to the new Itueta City planned by the consortium formed by companies VALE and CEMIG, cause the old city was flooded by the lake Aimores Hydroelectric Power Plant, implanted in the middle section of the Doce River, located in Aimores City, MG. The work shows which are the representations of residents in Itueta, about the old and new tows. It analyses the representations of the population and representatives of civil society organizations about the implementation of the new city, which occurred in 2004\2005. From the bibliographic research on implantation of hydreletric and compulsory displacement and field interviews showed that the implementation experiences of hydropower in Brazil for the predominance of discourse founded on the developmental logic, whose spokesman are economic actors to act with great power in favor of their own interests. In the same logic Itueta was consolidated and the interviews showed aspects of reality when the details are pointed out how the consortium undertook the transfer of population, under threats and inappropriate conditions, for example, without the end of the implantation of the new city. Moreover, they emphasized the many problems presented in the city, as well as losses that couldn’t be adequately compensated or compensated. Thus, the Declaration of Commitement was the document prepared by the Residents Association of Itueta with the participation of residents, the claims raised in regards to the displacement of the Itueta’s population. However, it was found through the interviews that many of the determinations awarded to the consortium hasn't yet been fulfilled, which demonstrates the arbitrariness of the consortium in the face of reality and necessity of the affected population. The interviews were essential to demonstrate the main questions raised by the Itueta’s residents, emphasizing aspects of the old city memory, with the highlight of his handscapes and striking elements, such as the Catholic Church, the Doce River, the railroad, the small square, etc, as well as the elements of daily life in the old city, specially around the social life that the residents had. In New Itueta, the contents of social representations of the residents emphasize the process of urban reframing and suggests how the new socio-spatial practices are consolidated from the identify references to the old city. |

O trabalho mostra quais são as representações dos moradores de Itueta, acerca da velha e nova cidades. Analisa as representações da população e de representantes da sociedade civil organizada acerca da implantação da nova cidade, ocorrida em 2004/2005. A partir da pesquisa bibliográfica sobre implantação de usinas hidrelétricas e deslocamentos compulsórios e das entrevistas realizadas em campo observou-se que nas experiências de implantação de hidrelétricas no Brasil há o predomínio do discurso pautado na lógica desenvolvimentista, cujos porta-vozes são atores econômicos com grande poder de agir em favor de seus próprios interesses. Em Itueta a mesma lógica foi consolidada e as entrevistas demonstraram aspectos dessa realidade quando são apontados detalhes da maneira como o consórcio empreendeu a transferência da população, sob ameaças e condições inadequadas, como por exemplo, sem o término da implantação da nova cidade. Além disso, são enfatizados os diversos problemas apresentados na cidade assim como as perdas que não puderam ser indenizadas adequadamente ou compensadas. Dessa forma, o Termo de Compromisso, foi o documento elaborado pela Associação de Moradores de Itueta com a participação dos moradores, contendo as reivindicações manifestadas em relação ao deslocamento da população de Itueta. No entanto, verificou-se através das entrevistas que muitas das determinações atribuídas ao consórcio ainda não foram cumpridas, o que demonstra a arbitrariedade do consórcio frente à realidade e necessidade da população atingida. As entrevistas foram essenciais ao demonstrar as principais questões suscitadas pelos moradores de Itueta, ressaltando-se os aspectos da memória da velha cidade, com o destaque de suas paisagens e elementos marcantes, como a Igreja Católica, o rio Doce, a estrada de ferro, a pracinha, etc. assim como os elementos do cotidiano da velha cidade, destacandose aí, o convívio social que os moradores possuíam.
