Intervenção pública e regime político no Brasil: entre 1995 e 2010

Resumo: This thesis argues that since Plano Real a new model of public intervention was consolidaded in Brazil, resulting directly from the impact of the financial pattern of accumulation logic over brazilian economy and society. Considering that in the 1970’s there was a change in the world accumulation pattern and that financialization has subjected national economies capitalist logic. In Brazil, during the 1980s there was a crisis between two patterns of accumulation, the transition from the political regime and the ascending phase of class struggle cycle that began at the end of the military regime. Brazilian economy began to be impacted by financialization in the 1980s, but it was mainly from the 1990s that it reached public intervention. Thus, the problem that guided this thesis was: how did financialization impact public intervention from the beginning of the 1990s to 2010, by the end of the Lula’s presidency? This thesis’ method was bibliographical research and empirical data analyses. It is divided into two parts containing eight chapters. In the first part theoretical categories, that support this thesis, such as, capital in general, State, state intervention, political regime and public intervention are developed, from the point of view of "derivation theory". After that, the following topics are analyzed: (i) the main aspects of class struggle development throughout the twentieth century; (ii) the evolution of accumulation patterns; (iii) the relationship of both with changes in the political regime and; (iv) in public intervention. The second part examines the subject of the thesis, from the election of FHC in 1995, until the end of the Lula’s presidency in 2010. In the final considerations, the thesis is demonstrated starting from the conclusions and arguments extracted in each one of the chapters.

Parte-se do pressuposto de que a partir da década de 1970 houve uma mudança no padrão de acumulação no mundo, e a financeirização passou a submeter a lógica capitalista nas economias nacionais. No Brasil, a década de 1980 foi um período de crise entre dois padrões de acumulação, de transição do regime político e da fase ascendente do ciclo da luta de classes que se inicia no final do regime militar. A economia brasileira passou a ser impactada pela financeirização já na década de 1980, mas é sobretudo a partir dos anos 1990 que ela também alcança a intervenção pública. Assim, o problema que guiou esta tese foi: como a financeirização impactou a intervenção pública do período que vai do início da década de 1990 até o final do governo Lula, em 2010? O método empregado foi a pesquisa bibliográfica e análise de dados empíricos. A tese está dividida em duas partes contendo oito capítulos. Na primeira parte desenvolvem-se as categorias teóricas que sustentaram a tese: capital em geral, Estado, intervenção estatal, regime político e intervenção pública. Utilizou-se estas categorias sob a ótica da perspectiva teórica que ficou conhecida como “teoria da derivação”. Em seguida são destacados: (i) os aspectos principais do desenvolvimento da luta de classes ao longo do século XX; (ii) da evolução dos padrões de acumulação e; (iii) a relação de ambos com as mudanças no regime político e; (iv) na intervenção pública. Na segunda parte examina-se o objeto da tese, a partir da eleição de FHC, em 1995, até o final dos governos Lula, em 2010.
