The First Decade of Annual Judiciary Goals: : a view from CNJ´s Ex-Councilors at the State Courts

Resumo: The objective of this study is to analyze the adoption of annual goals in the segment of State Justice, from 2004 to 2013, from the perspective of ex-councilors. The main questions were: What are the procedures generated with the adoption of annual goals for the Judiciary by the CNJ? What positive or negative perspective was the attempt to unify such different contexts that were experienced in each of the State Courts? Twenty ex-councilors were interviewed, adopting thematic analysis. The categories established for analysis were related to the goals (internal organization, control, deadlines) or the centralization (standardization of procedures, local context) of the state courts. There is a greater awareness of the importance of using management tools to obtain more satisfactory results by the courts. Among the most cited management tools are those involving the centralization category (strategic planning, goals and data collection). A managerial look was also obtained by reinforcing efforts to promote efficiency by reducing deviations and monitoring data. The three categories identified with the interviews stand out, namely: i) late disclosure in relation to budget definition; ii) the absence of commitment; iii) the need for the figure of the Judicial Manager.

Os principais questionamentos a serem respondidos foram: Quais os procedimentos gerados com a adoção de Metas anuais para o Judiciário por parte do CNJ? Qual perspectiva positiva ou negativa a tentativa de unificar contextos tão distintos que eram vivenciados em cada um dos Tribunais estaduais? Foram entrevistados 20 ex-conselheiros, adotando-se a análise temática. As categorias estabelecidas para análises foram relacionadas às metas (organização interna; controle; prazos) ou a centralização (padronização dos procedimentos, contexto local) dos tribunais estaduais. Percebe-se uma conscientização maior da importância da utilização de ferramentas de gestão para a obtenção de resultados mais satisfatórios por parte dos tribunais. Entre as ferramentas de gestão mais citadas estão as que envolvem a categoria de centralização (planejamento estratégico, metas e levantamento de dados). Obteve-se, também, um olhar gerencial ao reforçar os esforços de promoção da eficiência com a diminuição dos desvios e o monitoramento dos dados.
