Resumo: This article deals with the conception process, modeling and project implementation of “Creative Rio- Entrepreneurial Incubators for Creative Economics in the state of Rio de Janeiro,” in relation to the partnership between the government, entrepreneurial university and new enterprises for creative economy. The objective of this article is to critically and suggestively analyze the dynamics of a governmental initiative in partnership with an entrepreneurial university with respect to the generation of public policy in innovate enterprises in the field of creative industries.
