Requirements for performance management in offshore drilling supply chains: a systematic literature review

Resumo: Highlights: Despite the relevance of performance management and measurement for supply chains, the studies will mainly focus on manufacturing, with few applications in other sectors, such as oil and gas. Among the companies that comprise supply chains in the oil and gas industry, those engaged in drilling are frequently the most impacted by supply chain-related issues. The target company of this research, which belongs to this segment, is an example of this reality. The organization does not have a system or model developed for managing and measuring performance, and the indicators used do not reflect the organizational strategy and do not result in perceptible financial or performance gains. Aim: Identify through a Systematic Literature Review the requirements that must be met by a supply chain performance management model to be applied to offshore drilling companies in the oil and gas market. Methodology: This study's methodology is based on the Systematic Literature Review method. Results: No studies applied to the context of offshore drilling were found in the literature analysis; however, relevant publications were identified that deal with the topics of interest to the research, some of which are in the oil and gas area. After analyzing these publications, it was possible to extract the most relevant requirements to be observed by companies when implementing a performance management model in their supply chain. Research limitations: The study's main limitation is the failure to apply or test the requirements in real-life situations, an aspect that could be addressed in future work. Practical implications: The research results are significant from a practical point of view, as they provide organizations with a specification of which requirements must be met to achieve better supply chain management. Originality/Value: It is also relevant in the academic field, as it fills a knowledge gap pointed out by publications over the last few decades and suggested by the Systematic Literature Review results. Dentre as organizações que compõem as cadeias de suprimentos do mercado de óleo e gás, as que atuam no ramo de perfuração tendem a ser especialmente afetadas por fatores ligados à cadeia de suprimentos. A empresa-alvo da presente pesquisa, pertencente a este segmento, é um exemplo dessa realidade. A organização não possui um sistema ou modelo desenvolvido para gestão e mensuração do desempenho, os indicadores utilizados não refletem a estratégia organizacional e não resultam em ganhos perceptíveis, financeiros ou de performance. Objetivo: Identificar, por meio de uma Revisão Sistemática de Literatura, quais requisitos devem ser atendidos por um modelo de gestão de desempenho em cadeias de suprimentos, a ser aplicado em empresas de perfuração offshore inseridas no mercado de óleo e gás. Metodologia: A metodologia utilizada neste trabalho se baseia no método de Revisão Sistemática da Literatura. Resultados: Na análise da literatura não foram encontrados trabalhos aplicados ao contexto da perfuração offshore, porém, foram identificadas publicações relevantes que tratam dos temas de interesse da pesquisa, sendo algumas delas inseridas na área de óleo e gás. Após análise dessas publicações foi possível extrair os requisitos mais importantes a serem observados pelas empresas ao implantar um modelo de gestão de desempenho em sua cadeia de suprimentos. Limitações da investigação: A principal limitação do estudo é a não aplicação, ou testes, dos requisitos em situações reais, aspecto que pode ser abordado em trabalhos futuros. Implicações práticas: Os resultados da pesquisa se mostram importantes no aspecto prático ao oferecer às organizações uma especificação de quais requisitos devem ser satisfeitos na busca de um melhor gerenciamento da cadeia de suprimentos. Originalidade/valor: Sua relevância também se dá na área acadêmica, por meio do preenchimento de uma lacuna de conhecimento apontada por publicações ao longo das últimas décadas e sugerida também pelos resultados da Revisão Sistemática de Literatura.
