Infrapolitics in the Mumbuca Quilombo, in Tocantins: negotiation and resistance in the process of drafting a conduct adjustment agreement

Resumo: The paper discusses negotiation and resistance actions in the process of drafting a Term of Conduct Adjustment between the Quilombola community of Mumbuca and government entities within the state of Tocantins, Brazil. The conflicting opinions of Quilombolas and representatives of the Jalapão State Park are presented in the sense of having a better understanding of the ongoing negotiation. The research developed over almost a decade presents the infrapolitical perspectives of a negotiation. The work also presents environmental perspectives, such as the one related to environmental legislation on the preservation of the ecosystem in an integral preservation area, and presents details on the complexity and length of the processes of recognition and demarcation of Quilombola lands, evidencing the political organization and resistance of the Quilombola community of Mumbuca. Through participant observation and bibliographical research, the study presents an infrapolitical perspective of the negotiation between Mumbuquenses and representatives of the environmental agencies that protect the Jalapão State Park by discussing the these parties’ conflicting opinions in the midst of hidden and public discourses.

As conflitantes opiniões de quilombolas e representantes do Parque Estadual do Jalapão são apresentadas com o intuito de compreender melhor a negociação em curso. A pesquisa desenvolvida ao longo de quase uma década apresenta as perspectivas infrapolíticas de uma negociação. O trabalho traz ainda perspectivas ambientais, explora a legislação ambiental sobre a preservação do ecossistema em áreas de preservação integral e indica detalhes da complexidade e da morosidade dos processos de reconhecimento e demarcação das terras quilombolas, evidenciando a organização política e a resistência da comunidade quilombola de Mumbuca.
