NOVO ENSINO MÉDIO OU RENOVAÇÃO DAS CONDIÇÕES DE MANUTENÇÃO DA VELHA DUALIDADE EDUCACIONAL

Resumo: High school education in Brazil is historically characterized by a structural duality marked by a different education depending on one’s social class. In the context of an organic crisis of capitalism, the ruling class seeks to rebuild its bases for capital accumulation through productive restructuration and the renewal of class conflict mediation mechanisms, to maintain the objective and subjective conditions of capital sociometabolism. From a structural point of view, in the unfolding of this bourgeois recomposition, a strong process of deindustrialization, structural unemployment and intensification of precarious work can be noticed. From the superstructural point of view, there is a redefinition of the relationship between the State and Society, its role, and its management models, thus propagating a new model of public management that enhances the Minimum State ideology. In this context, the High School (in Brazil) is being reformed to meet the demands for a new type of worker, one that is more appropriate to meet productivity and competitiveness demands from companies as well as ethical and moral demands from a mode of social regulation led by the mercantile logic. Such reforms aim at changing not only the management of school systems and units, but also (the management of) the curriculum, with structural references based on the ideology of sustainability, entrepreneurship, and employability. In view of this context, we have analyzed the curricular changes promoted by the public-private partnership between the Ayrton Senna Institute and the Rio de Janeiro State Education Secretariat, where the private ideology was institutionalized by the deliberation No. 344 of 2014, published by the Rio de Janeiro State Education Council, as a type of “laboratory” for the Reform of High School Education that subsequently occurred at the federal level. The empirical reference for the analysis presented herein was the proposal for “full time High School with emphasis on entrepreneurship applied to the work-oriented world” (Portuguese: “Ensino Médio em tempo integral, com ênfase em empreendedorismo aplicado ao mundo do trabalho”), implemented based on the Resolution SEEduc/RJ No. 5.508/2017. Our goal is to explain the relationship between the concept of High school education adopted in the “Educational Solution” partnership, established between Instituto Ayrton Senna and SEEduc/RJ, and the Secondary Education Reform established by Law No. 13.415/2017. This work consisted in a basic, qualitative research of explanatory character falling in the survey category. The data collection was based on semi-structured interviews applied to school administrators, although primary and secondary reference sources were also used (legislation, government documents, pedagogical projects, etc.). The analysis allowed us to realize that the new capitalist political pedagogy, based on the competence pedagogy and the idea of the third way, starts from proposals disseminated by international organizations such as UNESCO, OECD, ECLAC and IDB, to build the concept of the “New High School” encompassed not only in the partnership established between Instituto Ayrton Senna and SEEduc/RJ, but also in the partnership of the latter with SEBRAE. These results led to the conclusion that the High School Reform being implemented in Brazil has the experience of the State of Rio de Janeiro as a laboratory, and that, despite the official narrative, such reform supports the maintenance of social inequality and capital sociometabolic conditions by capturing the subjectivity of the worker and leading into conformation in the psychophysical aspect or in the eth7ical and moral aspect.

En el contexto de una crisis orgánica de capital, la clase dominante busca reconstruir sus bases de acumulación de capital mediante la reestructuración productiva y la renovación de los mecanismos de mediación del conflicto de clases, con el fin de mantener las condiciones objetivas y subjetivas del sociometabolismo del capital. En el desarrollo de esta recomposición burguesa, se puede ver un gran proceso de desindustrialización, desempleo estructural e intensificación del trabajo precario en el campo estructural. En el campo superestructural, hay una redefinición de la relación entre el Estado y la Sociedad, su papel y sus modelos de gestión, propagando así un nuevo modelo de gestión pública que alabanzas la ideología del Estado Mínimo. Es en este contexto que la educación secundaria se ha reformado para satisfacer de manera más inmediata las demandas de capacitación de un nuevo tipo de trabajador, más apropiado tanto para las demandas de productividad y competitividad de las empresas como para las demandas éticas y morales de un modo de regulación social orientado por la lógica mercantil. Tales reformas apuntan a cambios no solo en la gestión de los sistemas y unidades escolares, sino también en la gestión del currículo, con referencias estructurales a la ideología de sostenibilidad, emprendimiento y empleabilidad. En vista de este contexto, hemos elegido objeto de análisis los cambios curriculares promovidos por la asociación público-privada entre el Instituto Ayrton Senna y la Secretaría de Estado de Educación de Río de Janeiro, donde la ideología privada se institucionalizó a partir de la Deliberación Nº 344 de 2014, del Consejo de Educación del Estado, como una especie de "laboratorio" para la Reforma de la Educación Secundaria que posteriormente ocurrió a nivel federal. Para este análisis, tomamos como referencia empírica, la propuesta de "Escuela secundaria a tiempo completo, con énfasis en emprendimiento aplicado al mundo del trabajo" implementada a partir de la Resolución SEEduc/RJ Nº 5.508/2017. Nuestro objetivo es explicar la relación entre el concepto de Educación Secundaria contenido en la asociación de "Solución Educativa" establecida entre el Instituto Ayrton Senna y SEEduc/RJ y la Reforma de la Educación Secundaria instituida por la Ley Nº 13.415/2017. Esta es una investigación básica, con un enfoque cualitativo, de carácter explicativo, que se encuadra en la categoría de investigación científica tipo levantamiento cuya fuente de recolección de datos son entrevistas semiestructuradas aplicadas a los administradores escolares, aunque también utiliza fuentes bibliográficas primarias y secundarias (legislación, documentos gubernamentales, proyectos pedagógicos, etc.). El análisis nos permitió verificar que la nueva pedagogía política del capital, basada en la pedagogía de las competencias y la idea de la tercera vía, parte de propuestas difundidas por las organizaciones internacionales como la UNESCO, la OCDE, la CEPAL y el BID, para construir el concepto de “New High School” está presente no solo en la asociación establecida entre el Instituto Ayrton Senna y SEEduc / RJ, sino también en la asociación de esto con SEBRAE. Tales resultados nos llevaron a la conclusión de que la reforma de la escuela secundaria en curso en Brasil tiene como uno de sus laboratorios la experiencia del Estado de Río de Janeiro y que, a pesar de lo que aparece en el discurso oficial, dicha reforma corrobora el mantenimiento de la desigualdad condiciones sociales y sociometabólicas del capital al capturar la subjetividad del trabajador y conformarlo, sea en el aspecto psicofísico, sea en el aspecto ético y moral.Esta dissertação se desenvolveu sob a orientação do Prof. Dr. José dos Santos Souza no âmbito do Programa de Pós-Graduação em Educação, Contextos Contemporâneos e Demandas Populares (PPGEduc) da Universidade Federal Rural do Rio de Janeiro (UFRRJ), na Linha de Pesquisa “Desigualdades Sociais e Políticas Educacionais”.
