SCALE POLICY AS A TERRITORIAL STRATEGY FOR SOCIAL MOVEMENTS

Resumo: The article has as aims to make a reflection around the scale, for this purpose, first it make a difference between cartographic scale, geographic scale and scale policy. In then, it support on the theorizations about the policy of scale with the premise of the conceptions of the political economy and the post-structuralism, which it refer to an ontological and epistemological reflection of the scale. Finally, the paper analyzes the contributions of Cox (1998), Brenner (2000; 2001) and Smith (2000, 2002, 2004) to understanding the scale as a social, dynamic, changeable, multidimensional product that exhibits a zonal face but also reticular,  in addition to being the result of a social practice and discursive construction that enables the exercise of power, which does not occur following a traditional and static hierarchy based in the direction of the global to the site, because the latter can also interfere in the first. Thus, the policy of scale is mobilized both by the hegemonic agents and by the social movements to potentialize their struggles for/in the territory.

Luego, se revisa las teorías sobre la política de escala teniendo como premisa los conceptos de la economía política y del posestructuralismo, que remiten a una reflexión ontológica y epistemológica de la escala. Finalmente, el trabajo analiza las contribuciones de Cox (1998), Brenner (2000; 2001) y Smith (2000, 2002, 2004), para comprender como producto social, dinámico, mutable, multidimensional que presenta una cara zonal, pero también reticular, además de ser resultado y resultante de una práctica social y construcción discursiva que viabiliza el ejercicio del poder, el cual no ocurre siguiendo una jerarquía tradicional y estática pautada en la dirección de lo global hacia el local, pues el último también puede interferir en el primero. Así, la política de escala es movilizada tanto por los agentes hegemónicos, como por los movimientos sociales para potenciar sus luchas por el / en el territorio.O artigo possui enquanto objetivo realizar uma reflexão em torno das escalas, para esse propósito, primeiramente, faz-se uma diferenciação entre escala cartográfica, escala geográfica e política de escala. Em seguida, detém-se sobre as teorizações sobre a política de escala tendo como premissa as concepções da economia política e do pós-estruturalismo, que remetem a uma reflexão ontológica e epistemológica da escala. Por fim, o trabalho analisa as contribuições de Cox (1998), Brenner (2000; 2001) e Smith (2000, 2002, 2004) para compreender a escala enquanto produto social, dinâmico, mutável, multidimensional que apresenta uma face zonal, mas igualmente reticular, além de ser resultado e resultante de uma prática social e construção discursiva que viabiliza o exercício do poder, o qual não ocorre seguindo uma hierarquia tradicional e estática pautada na direção do global para o local, pois o último também pode interferir no primeiro.
