THE TRIPOLAR WORLD: RUSSIAN GEOPOLITICS IN THE 21ST CENTURY AND THE NEW INTERNATIONAL ORDER

Resumo: The world is going through a moment of great tensions in the US-Russian relations. Russia's current rise is followed by a global reorganization of the US policy of containment of Eurasian powers. In a scenario characterized by the rise of China, Moscow implements a meticulous strategy of geographical transposition to the Eurasian encirclement imposed by Washington. On the one hand, the Kremlin intensifies its war offensive in Eastern Europe and the Black Sea Basin aiming to counterbalance NATO's eastern expansion. On the other hand, it expands its political and economic ties with China, the Middle East, and emerging Asian powers to undermine US geostrategic superiority. In this context, the deepening of the hegemonic decline of the western powers, the consolidation of a balance of power system, and the acceleration of the transition from the unimultipolar to the tripolar order stand out. International conflicts get another raison d'être, leading to political, economic, and military instability to the whole planet.

Al resurgimiento de Rusia le sigue el reordenamiento de la política estadounidense de contención de las potencias asiáticas. En un escenario caracterizado por el ascenso chino, Moscú implementa una minuciosa estrategia de transposición geográfica al cerco euroasiático impuesto por Washington. Por un lado, el Kremlin amplía su ofensiva militar en Europa del Este y en la cuenca del Mar Negro, con el objetivo de contrarrestar la expansión de la OTAN hacia el este. Por otro, profundiza sus lazos políticos y económicos con China, Oriente Medio y las potencias asiáticas emergentes para socavar la superioridad geoestratégica de Occidente. En este contexto, se destacan la agudización de la decadencia hegemónica de las potencias occidentales, la consolidación de un sistema de equilibrio de poder y la aceleración de la transición del orden unimultipolar al orden tripolar. Los conflictos internacionales ahora tienen otra raison d´ être, lo que lleva a la inestabilidad política, económica y militar en todo el planeta. O reerguimento da Rússia é seguido pelo reordenamento da política dos Estados Unidos de contenção aos poderes asiáticos. Em um cenário caracterizado pela ascensão chinesa, Moscou implementa uma meticulosa estratégia de transposição geográfica ao cercamento eurasiático imposto por Washington. De um lado, o Kremlin amplia sua ofensiva bélica no Leste Europeu e na Bacia do Mar Negro, visando contrabalancear a expansão oriental da OTAN. De outro, aprofunda seus laços políticos e econômicos com a China, o Oriente Médio, e potências asiáticas emergentes para minar a superioridade geoestratégica do Ocidente. Nesse contexto, destacam-se a agudização do declínio hegemônico das potências ocidentais, a consolidação de um sistema de equilíbrio de poder, e a aceleração da transição da ordem unimultipolar para a tripolar.
