LARGE HYDROELECTRIC PROJECTS AND THE TRANSFORMATION OF COUNTRYSIDE-CITY AND RURAL-URBAN RELATIONS: BETWEEN URBANITIES AND RURALITIES IN THE MUNICIPALITY OF PETROLÂNDIA - PE

Resumo: Abstract:  In Brazil, the accelerated industrialization process triggered a series of investments in infrastructure and large hydroelectric projects (LHP) were considered indispensable and technically the most appropriate to meet the demands for electricity. In the Semiárido, the humid valleys of the sub-medium São Francisco pioneered the insertion of LHP and the spread of scientific agriculture that triggered transformations in the socio-spatial organization of the municipalities. Thus, the municipality of Petrolândia - PE is inserted, located in the sub-medium São Francisco, that in 1988 had a part of its territory flooded by the waters of Itaparica reservoir. Analyzed the socio-territorial transformations triggered by the large hydroelectric projects about the countryside-city and rural-urban relations at the municipal scale of the Semiarid Region, through the study of urbanities and ruralities. It started from a critical approach, based on dialectical historical materialism, through an explanatory research of qualiquanti nature. The procedural methods historical, comparative, statistical, spatial and case study associated with bibliographic and documentary research, the application of forms, the conduction of informal interviews and photographic records made it possible to grasp the subject under study. It was found that the construction of the Itaparica Plant triggered the largest socio-spatial transformations in the municipalities under its area of influence, especially in the municipality of Petrolândia. The countryside-city relations intensified, due to the increase in the flow of people, goods and capital between these spaces, which, although distinct and even antagonistic, establish complex relationships that occur in an interdependent and complementary way, whose social, rural and urban contents, extrapolate possible territorial limits of coverage, giving rise to ruralities and urbanities in both the countryside and in the city. Itaparica.Resumen: En Brasil, el proceso de industrialización acelerada desencadenó una serie de inversiones en infraestructura y los grandes proyectos hidroeléctricos (GEH) fueron considerados indispensables y técnicamente los más adecuados para satisfacer las demandas de energía eléctrica. En el semiárido, los valles húmedos del submedio São Francisco vivieron, de manera pionera, la inserción de la GEH y la difusión de la agricultura científica que desencadenó transformaciones en la organización socioespacial de los municipios. Así, se incluye el municipio de Petrolândia - PE, ubicado en el submedio São Francisco, que en 1988 tuvo parte de su territorio inundado por las aguas del embalse de Itaparica. Las transformaciones socio-territoriales desencadenadas por los grandes proyectos hidroeléctricos fueron analizadas sobre las relaciones campo-ciudad y rural-urbano a escala municipal de la Región Semiárida, a través del estudio de urbanidades y ruralidades. Partió de un enfoque crítico, basado en el materialismo histórico dialéctico, a través de una investigación explicativa de carácter cualiquanti. Los métodos procedimentales históricos, comparativos, estadísticos, espaciales y de estudio de casos, asociados a la investigación bibliográfica y documental, aplicación de formularios, entrevistas informales y registros fotográficos permitieron aprehender el tema en estudio. Se encontró que la construcción de Usina Itaparica desencadenó las mayores transformaciones socioespaciales en los municipios bajo su área de influencia, especialmente en el municipio de Petrolândia. Las relaciones campo-ciudad se han intensificado, debido al incremento del flujo de personas, bienes y capitales entre estos espacios, que a pesar de ser distintos e incluso antagónicos, establecen relaciones complejas que se dan de manera interdependiente y complementaria, cuyo contenido social, rural y urbano, extrapolar los posibles límites territoriales de cobertura, provocando el surgimiento de ruralidades y urbanidades tanto en el campo como en la ciudad. No Semiárido, os vales úmidos do submédio São Francisco vivenciaram, de forma pioneira, a inserção de GEH e a difusão da agricultura científica que desencadearam transformações na organização socioespacial dos municípios. Insere-se, assim, o município de Petrolândia - PE, localizado no submédio São Francisco, que em 1988 teve uma parte do seu território alagado pelas águas do reservatório de Itaparica. Analisou-se as transformações socioterritoriais desencadeadas pelos grandes empreendimentos hidrelétricos sobre as relações campo-cidade e rural-urbano na escala municipal da Região Semiárida, através do estudo de urbanidades e de ruralidades. Partiu-se de uma abordagem crítica, embasada no materialismo histórico dialético, através de uma pesquisa explicativa de natureza qualiquanti. Os métodos procedimentais histórico, comparativo, estatístico, espacial e o estudo de caso, associados à pesquisa bibliográfica e documental, à aplicação de formulários, à realização de entrevistas informais e de registros fotográficos possibilitaram apreender o tema em estudo. Constatou-se que a construção da Usina Itaparica desencadeou as maiores transformações socioespaciais nos municípios sob sua área de influência, em especial no município de Petrolândia. As relações campo-cidade se intensificaram, em razão do aumento dos fluxos de pessoas, mercadorias e capital entre esses espaços, que, apesar de distintos e até antagônicos, estabelecem complexas relações que se dão de maneira interdependente e complementar, cujos conteúdos sociais, rural e urbano, extrapolam possíveis limites territoriais de abrangência, fazendo emergir ruralidades e urbanidades tanto no campo quanto na cidade.
