CREATING TERRITORIES IN RESISTANCE: URBAN PERIPHERIES, DIVERSE ECONOMIES AND THE SOCIO-ECONOMIC ROLE OF CHILD CARE CENTERS IN SANTA LUZIA, FEDERAL DISTRICT OF BRAZIL

Resumo: This paper argues that informal child care centers in urban peripheries do not only occupy the vacuum left by the absence of public services, but they and the women who run them may also play a key role in the creation of what Raúl Zibechi calls “territories in resistance”. We illustrate this argument through a case study on informal child care centers located in the Setor de Chácaras Santa Luzia, a slum in the Federal District of Brazil. The analysis is mainly based on the concepts of “territories in resistance” (ZIBECHI, 2015), “diverse economies” (GIBSON-GRAHAM, 1998), the resonance of these concepts within current debates on the urban periphery as well as on ethnographic research. The results show that the child care workers in Santa Luzia contribute, through their socioeconomic projects, to the resistance against the attacks caused by capitalist expansion and to the viability of everyday life in the urban periphery. These projects are largely based on family and community logics centered on the figure of the “woman/mother”. This paper seeks to contribute, firstly, to the debates about the creation and workings of “territories in resistance” and the involved gender relations, and secondly, to the debates about the social role of informal child care centers in urban peripheries. L’enquête étudie les crèches informelles situées dans le Setor de Chácaras de Santa Luzia, un bidonville du District Fédéral du Brésil. L’analyse s’appuie principalement sur les concepts de « territoires en résistance » (ZIBECHI, 2015) et d’ « économies de la diversité » (GIBSON-GRAHAM, 1998), et sur leurs échos dans les débats actuels sur la périphérie urbaine, tout en adoptant une méthode ethnographique. Les résultats montrent que les crèches de Santa Luzia contribuent par leurs projets socio-économiques à la résistance aux attaques dues à l’expansion capitaliste, tout en rendant viable la vie quotidienne dans la périphérie urbaine. Ces projets sont pour la plupart fondés sur une logique familiale et communautaire centrée sur la figure de « la femme-mère ». Cet article souhaite ainsi contribuer aux discussions académiques sur la création et le fonctionnement des « territoires en résistance » et sur leur imbrication avec les relations de genre, mais également sur le rôle social des crèches informelles dans les périphéries urbaines. Para além disso, creches e crecheiras podem desempenhar um papel fundamental na criação do que Raúl Zibechi chama de “territórios em resistência”. Ilustramos essa tese por meio de uma pesquisa sobre as creches localizadas no Setor de Chácaras Santa Luzia, no Distrito Federal. A análise desse estudo de caso fundamenta-se sobretudo nos conceitos de “territórios em resistência” (ZIBECHI, 2015) e de “economias diversas” (GIBSON-GRAHAM, 1998), nas repercussões desses conceitos em debates mais recentes sobre a periferia urbana, bem como no método etnográfico. Os resultados da pesquisa mostram que as crecheiras de Santa Luzia contribuem, por meio de seus projetos socioeconômicos, para a resistência contra os ataques causados pela expansão capitalista, ao mesmo tempo em que viabilizam a vida cotidiana na periferia urbana. Esses projetos baseiam-se majoritariamente em uma lógica familiar-comunitária centrada na figura da “mulher-mãe”. Desse modo, procuramos contribuir, neste artigo, com os debates acadêmicos que refletem sobre a criação e o funcionamento de “territórios em resistência”, bem como sobre as relações de gênero neles envolvidas. Adicionalmente, pretende-se também ampliar o debate sobre o papel social de creches informais em periferias urbanas.
