THREATENED TERRITORIES: ARTISANAL FISHING, TRADITIONAL KNOWLEDGE AND FISHERIES POLICY ON THE COAST OF CEARÁ

Resumo: The community of Bitupitá, located in the municipality of Barroquinha on the west coast of Ceará, has a distinct territorial appropriation system that is threatened by state fisheries policy. This study aims to characterize the fishing territoriality developed in Bitupitá to understand the relationships between environmental protection and respect for the ways of life of traditional communities, both protected by Brazilian law. The methodology included interviews (open and semi-structured) and participant observation, in conjunction with bibliographic research and analysis of the legislation related to the theme. As a result, the investigation revealed that corral fishing is an essential condition for the reproduction of the way of life and territorial identification of the Bitupitá community. Thus, the research demonstrated that state fishing regulations contradict certain principles and objectives guaranteed by the Brazilian legal system, such as the socioeconomic, cultural, and professional development of those engaged in fishing activities, as well as their communities and the fulfillment of the social and economic role of fishing.

Este estudio tiene como objetivo caracterizar la territorialidad pesquera desarrollada en Bitupitá, con el fin de comprender las relaciones entre la protección ambiental y el respeto a los modos de vida de las comunidades tradicionales, ambos protegidos por la legislación brasileña. La metodología incluyó entrevistas abiertas y semiestructuradas, observación participante, investigación bibliográfica y análisis de la legislación relevante. Como resultado, la investigación reveló que la pesca de curral es una condición esencial para la reproducción del modo de vida y la identificación territorial de la comunidad de Bitupitá. Por lo tanto, la investigación demostró que las regulaciones pesqueras estatales contradicen ciertos principios y objetivos garantizados por los marcos legales brasileños, como el desarrollo socioeconómico, cultural y profesional de quienes se dedican a las actividades pesqueras, así como de sus comunidades, y el cumplimiento de la función social y económica de la pesca.A comunidade de Bitupitá, localizada no município de Barroquinha, no litoral oeste do Ceará, dispõe de um distinto sistema de apropriação territorial, que se vê ameaçado pela política pesqueira estadual. O presente trabalho objetiva caracterizar a territorialidade pesqueira gestada em Bitupitá, tendo em vista a compreensão das relações entre a proteção ambiental e o respeito aos modos de vida das comunidades tradicionais, ambos tutelados pela legislação brasileira. Para tanto, a metodologia incluiu a realização de entrevistas (abertas e semiestruturadas) e a observação participante, aliadas à pesquisa bibliográfica e à análise da legislação pertinente ao tema. Como resultado, a investigação levantou que a pesca de curral se apresenta como condição essencial de reprodução do modo de vida e identificação territorial da comunidade de Bitupitá.
