THE NEOLIBERAL URBAN: analyzing the participation of international capital in Porto Maravilha

Resumo: The Urban Operation Porto Maravilha refers to a set of urban and financial interventions under the justification for the regeneration of the port region of Rio de Janeiro. Based on these facts, the investigation aims to contribute to a better understanding of the political economy of urban policy through the dimensioning of the influence of international capital on the production of the urban space in the area. This academic research has particular relevance in the context of the current discussions about the new round of interventions of Eduardo Paes' administration in the central area, put forward through the launching of the Reviver Centro and the renewed attempt to consolidate Porto Maravilha. Furthermore, the investigation of the increased participation of the analyzed capital may engender reflections for the field of urban studies, considering that international agents do not live in the intervention space and transformations occur according to their interests, which are detached from local demands.

A partir de estos hechos, la investigación pretende contribuir a una mejor comprensión de la economía política de la política urbana mediante el dimensionamiento de la influencia del capital internacional en la producción del espacio en la zona. La investigación tiene especial relevancia en el contexto de las actuales discusiones en torno a la nueva ronda de intervenciones de la administración de Eduardo Paes en el área central mediante el lanzamiento del Reviver Centro y el renovado intento de consolidar Porto Maravilha. Además, la investigación de la mayor participación del capital analizado puede engendrar reflexiones para el campo de los estudios urbanos, considerando que los agentes internacionales no viven en el espacio de intervención y las transformaciones ocurren de acuerdo con sus intereses, que están desvinculados de las demandas locales.A Operação Urbana Consorciada Porto Maravilha, se refere a um conjunto de intervenções urbanas e financeiras sob justificativa de revitalização da região portuária do Rio de Janeiro. Com base nesses fatos, a investigação objetiva contribuir para uma melhor compreensão da economia política da política urbana através do dimensionamento da influência do capital internacional sobre a produção do espaço na área. A pesquisa tem particular pertinência no contexto das discussões atuais em torno da nova rodada de intervenções da gestão de Eduardo Paes na área central, através do lançamento do Projeto Reviver Centro e da renovada tentativa de consolidação do Porto Maravilha.
