Frequently, the management of process hazards is understood as something reactive; worst than that, non responsive. Serious mistake. All process management risk management systems to day conceived, since the beginning of the 90 s, independently of the chancellor, structure, color, rationale, trend, school, whatever it may be - Dutch, American, English, Danish, Canadian, Italian, Indian, Latin American or Brazilian, everyone has a common baseline: all of them are built with pro-active methodologies and methods, structured to the threats and opportunities, having as the focus point a clear understanding of the meaning of the systemic, qualitative and quantitative appraisals of the risk management. This work has as the main target to present a proposal of a structured methodology of how to define identification actions, how to analyze, assess, measure, treat, monitor and manage process hazards in upstream petrochemical plants, in all life cycles stages of these facilities, trespassing it in its activities, processes and in the organization itself. This proposal of this methodology has its fundaments on the best international practices yet known and well known references, such as CFR 29 OSHA 1910.199, AIChE/CCPS Guidelines, and specifically dedicated to the petrochemical fluid processing, the API RP 750 (Recommended Practice for the Management of Process Hazards) and its revision ( reaffirmed ) of May 1995, of American Petroleum Institute. This instrument is an attempt to turn easy the internal communication within the organization through a common language and consistent and systematic management policies, to reach the main objectives of a Process Safety Management system, such as: making the Process Management Systems an integrated part of a petrochemical company core business;support the company top administration in paying accountability to the Society; uphold the ethical basis, credibility and the image of the organization; and minimize risks, costs, work and environmental liabilities.
